This position will set direction and establish strategy to promote health equity and community health across all lines of business. This individual will lead work to define enterprise-wide measures of equity, create goals and coordinate the efforts to achieve improvement. The incumbent will further the Health Plan’s focus on cultural sensitivity, ensuring that it’s fully integrated into the design and development of all clinical programs, products, services and member interactions and communications. The position will work collaboratively with internal departments and the communities we serve to advance health equity to eliminate systemic organizational marginalization and promote inclusion regardless of background, age or economic status.
This position is accountable in alignment with ELT for the Enterprise Community Investments strategy. This leadership includes the identification of key strategic partners, ongoing relationship management, achievement of mutual value, and investment strategies to advance mission-based objectives. This person is a key external leader who will be seen as a member of EHP’s leadership with the authority to speak on behalf of Excellus in areas of community partnership, investment, regional economic development, and other matters impacting community health.
Essential Accountabilities:
- Serves as a Health Equity leading expert, prominent and authoritative voice in supporting and advancing the health needs of diverse and socially vulnerable individuals, particularly informing clinicians, employees, and partners on the strategic benefits of doing so.
- Serves as the CEO-appointed liaison to the BlueCross BlueShield Association for Health Equity and represents the organization in strategy development across the Blues systems.
- Acts as a change agent, thought-leader, influencer & subject matter expert on health equity and inclusion, socially vulnerable populations, and the ways in which the organization can improve its service.
- Lead enterprise-wide efforts to combat structural racism and improve the outcomes of healthcare for all members in the communities we serve.
- Support the BCBSA National Health Equity Strategy to address health disparities and healthcare inequity in the areas of focus including vaccinations, data leadership, networks, and the national health equity program.
- Establish a practical strategy to address, measure, benchmark and report health disparities across our markets and populations. This includes implementation of a robust race and ethnicity dataset, metrics and measurements for the quantitative and qualitative analysis of all established programs, clinical care and community health outcomes over time and against our targets.
- Communicate the portfolio of work to both internal and external stakeholders.
- Coordinate and participate in the design, implementation and enhancement of programs to decrease differences in access to care, eliminate racialized medicine in clinical care (e.g., remove inappropriate use of race in clinical algorithms), and oversee the evolution and expansion of the company’s social determinants of health program and elimination of inequities related to REL and SOGI.
- In partnership with the community, our provider partners and employer groups, executes, and oversees community health strategic framework to ensure that objectives and goals are aligned with identified community health needs, reflect the input of community representatives and align with objectives for equity-based care.
- Serves as a trusted and effective representative of the health plan in the community and represents the plan on task forces, coalitions, committees, and boards in the community. Works with community leaders to create transparent communication relative to program initiatives, investments, and outcomes.
- Leads and coordinates programs system-wide to address social determinants of health and prioritize program investments including food insecurity, housing stability, and behavioral health to create community health improvement plans.
- Develops, obtains buy-in, and ensures corporate wide execution of initiatives required to drive improved health, reduction of disparities and access with departments including but not limited to Population Health Engagement, Operational Excellence, Human Capital Management, Analytics and Data, and others.
Community Investments and Partnerships (CIP)
- Develops and maintains an enterprise community investments and partnerships strategy.
- Oversees the development and maintenance of the community investment budgets, policies, and guidelines, including Executive Leadership Team (ELT) Corporate Contributions Budget, regional CIP budgets, and other enterprise community investment budgets (e.g., Employee Resource Groups, Diversity and Inclusion, Marketing and Sales, Non-Board PR).
- Provides a strategic resource to the Executive Leadership Team (ELT) to advise on enterprise and regional community-based initiatives, including comprehensive strategy, MACHI pipeline proposals, and community investment proposals that require an exception to policy.
- Ensures the development and management of strategy aligned partnerships with community-based organizations in all regions for the purpose of developing grant opportunities while strategically furthering the corporation's market visibility, health care quality, and other strategy aligned goals.
- Ensures the design and development of community-based programs that engage audiences in the process of health improvement and enhance awareness of targeted health issues and other strategy aligned priorities.
- Ensures optimization and coordination of additional strategy aligned partnership opportunities with community-based organizations in all regions, including but not limited to volunteer opportunities, team building opportunities, Lunch and Learn programs, and employee board placements.
- Ensures coordination with multiple divisions to create and message an integrated approach consistent with future goals for strategy aligned partnerships with community-based organizations in all regions.
- Plans, directs, and coordinates the activities of direct and matrixed team members to meet established schedules, resolve technical/operational issues, and ensure success
- Provides day to day oversight and support to resources focused on community investments and partnerships.
Diversity Community Relations
- Oversees the development and maintenance of a Diversity Community Relations strategy.
- Ensures the development and implementation of activities and partnerships designed to position the Health Plan as the preferred supplier of insurance products to organizations and entities having a high concentration of diverse employees and/or customer base.
- Ensures the establishment and maintenance of partnerships and trusting relationships with key diverse stakeholders in each of the communities served by the Health Plan including businesses, diversity advocacy organizations, associations, brokers, and government entities.
- Ensures strategy aligned connections between partner organizations and the Health Plan to support health care quality improvement, individual market sales, talent acquisition, supplier diversity, and other enterprise priorities.
- Ensures the identification, evaluation, and execution of opportunities for corporate or individual employee awards or recognitions the support our brand as a premier diversity and inclusion company.
- Ensures the identification and securement of participation opportunities for senior leader and key employee in community events that promote diversity, and the enlistment of other internal stakeholders to promote our brand as a premier diversity and inclusion company.
- Ensures strategic and tactical connections for our senior leaders and our employees to community causes that serve the diverse community.
- Ensures ELT and HPET awareness regarding all matters related to External Diversity Relations. Develops and implements a strategy for using LTHC’s Diversity and Inclusion efforts as a bridge with our community partners to achieve business goals.
- Plans, directs, and coordinates the activities of direct and matrixed team members to meet established schedules, resolve technical/operational issues, and ensure success
- Provides day-to-day oversight and support to resources focused on diversity community relations.

Minimum Qualifications:
- Minimum of 10 years Clinical experience with a strong focus in Health Equity Delivery.
- Minimum 10 years of progressive experience in quality improvement
- 5 years of leadership/managerial experience required. Prior experience supervising or managing people and/or projects or indirectly leading teams.
- Bachelor’s degree in Health Care or related field required. Master’s degree or MD/DO, with clinical care experience preferred.Licensure MD, PA, NP, RN preferred in addition to, or in lieu of leadership experience.
- A track record of success engaging with communities of color and other at-risk populations.
- Proven experience in developing vision and strategy for community lead health initiatives, health equity and quality improvement and executing through successful program implementation.
- Demonstrated in depth knowledge of health care disparities.
- Proven track record in leading high-visibility process improvement initiatives from strategic design to evaluation across all lines of business.
- Subject matter expertise in quality improvement and leading improvement processes through use of industry accepted modalities, process improvement tools, and techniques (Lean, Six Sigma, Agile, PDSA, etc.).
- Must demonstrate resourcefulness, creativity, adaptability, and a bias for action to deliver high impact results.
- Extensive prior experience in developing and managing matrix relationships to drive collaborative change and a motivated workforce.
- Knowledge of health plan industry practices, federal and state regulation, and accreditation standards
- Proven ability to analyze information and data, and evaluate program performance and make program adjustments, is required.
- Excellent administrative and organizational skills required.
- Proficiency in Microsoft Excel required.
