SUMMARY
The Preschool Teacher Lead will manage aspects of the preschool, including student-teacher ratios, ensure excellence to curriculum and organize student enrollment. They will ensure a nurturing environment is provided in the classrooms, which enhances learning; promotes development and encourages self-esteem for each child.
ESSENTIAL JOB FUNCTIONS/MAJOR TASKS
- Provide supervision of teachers, teacher assistants and therapists in preschool services to ensure best practice is followed for delivery of service in all classrooms.
- Provide curriculum materials as required by IU-13 agreement.
- Create activities and learning plans to meet the IU-13 guidelines.
- Assist Director of Children’s Services with hiring, training and maintaining qualified staff.
- Maintain liaison with IU-13 Early Intervention staff to assure adherence to IU procedures and guidelines.
- Oversee accurate and timely record keeping on preschool children.
- Develop and implement program objectives for children with and without individualized education plans in a reverse mainstream environment.
- Develops and monitors program goals and objectives.
- Provide constructive feedback to program staff and evaluate the staff on an annual basis.
- Schedule ongoing training for preschool teachers and staff.
- Works in collaboration with Director of Children’s Services regarding financial viability of the preschools.
- Ensure all classrooms and child files are compliant with state regulations for annual licensing.
- Provide preschool staff meetings on a quarterly basis.
- Maintain confidentiality based on requirements of HIPAA, FERPA and Pennsylvania Department of Education safeguards.
- Promote preschool services within the community, in collaboration with Director of Children’s Services, in order to create visibility for the preschool with parents, young children and the general public.
- Other duties as assigned.
OTHER JOB FUNCTIONS
Work cooperatively with families and early intervention team so that outcomes of the Individualized Education Plan (IEP) are achieved.
- Provide documentation required by Lancaster Lebanon IU-13 Early Intervention so that goals and conditions of contract are met.
- Provide accurate documentation required by Excentia Human Services so that billing and data collection is timely and in compliance with the policies and procedures of the organization.
- Maintains current Pennsylvania Department of Education Public School Instructional I or Instructional II certificate in Special Education or Early Childhood Education
- Maintain professional standards of continued education so that skills reflect current evidenced-based methods and philosophies and meet compliance with Pennsylvania’s Department of Education Regulations and Keystone Stars requirements.
- Must be familiar with and adhere to Commonwealth of PA Code for Child Day care centers.
- Provide training, assessments and evaluations of enrolled children as required by the IEP reflecting best practice so that compliance with PA Early Intervention Regulations is maintained
- Meet with Director of Children’s Services on a bi-weekly basis.
- Maintain confidentiality based on requirements of HIPAA, FERPA, and Pennsylvania Department of Education Procedural Safeguards.
- Maintaining training compliance for all new employees, working with the Department of Human Services Representative and Stars Representative for licensure and overseeing all classrooms.

The physical demands of this position are subject to Office of Child Development and Early Learning (OCDEL) regulations and procedures.
WORKING CONDITIONS
- Primarily in classrooms and community locations with unknown environmental challenges.
- Office time with exposure to toners and ink cartridges.
- Seasonal displays may include hay, leaves, flowers, pine needles, etc.
- Noise level can be high at times.
- Potential exposure to communicable childhood diseases and/or other communicable diseases.
- Client may carry fluid or blood-borne pathogens.
Qualifications
COMMUNICATION
a. Possess excellent interpersonal and communication skills to use with families, providers, children, and staff.
SKILLS (possess the following):
- Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and professional documents.
- Ability to respond to common inquiries from parents, providers, or members of the early intervention community.
- Ability to effectively present information to management and public groups.
- Ability to work with mathematical concepts such as probability and statistical inference.
- Ability to use standard office computer software.
- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
- The employee is regularly required to talk or hear.
- The employee is frequently required to stand; walk; sit; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms; and stoop, kneel, crouch, or crawl.
- The employee must frequently lift and/or move up to 100 pounds.
- Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus
EMPLOYMENT EXPERIENCE
- Experience working with children and/or with persons with developmental disabilities.
- Minimum of 2 years classroom experience.
- Minimum of 2 years supervisory experience.
EDUCATION
- Pennsylvania Department of Education Public School Instructional I or Instructional II certificate in Special Education or Early Childhood Education.
- Four-year college degree in early childhood/special education or elementary education plus experience in early intervention.
OTHER
Commonwealth of Pennsylvania Child Protective Service Act (Act 33) compliance and FBI clearance, Valid Pennsylvania Driver’s license/ acceptable driving record, National Sex Offender Registry.
