Project Management
- Lead Substation Projects: Oversee substation construction activities, ensuring timely completion within budget and quality expectations.
- Contract & Scope: Review and comprehend contracts, technical documents, and client requirements; ensure all contract deliverables and scope items are fulfilled.
- Resource & Personnel Planning: Coordinate manpower, equipment, tools, and project logistics across multiple sites; ensure each project team has adequate staffing based on the OMS Role Matrix.
- Change Management: Identify, track, and manage change orders; collaborate with stakeholders to ensure timely submission and resolution.
- Mentorship & Coaching: Address negative attitudes or performance issues promptly. Provide guidance that supports Expanse’s core values, fosters collaboration, and promotes personal development of project personnel.
Project Controls
- Budget & Cost Control: Work with project controls to monitor costs, track budget variances, and authorize expenses (e.g., overtime, additional headcount) as needed.
- Performance Tracking: Utilize KPIs and data from the OMS Document Matrix (e.g., cost-to-complete forms, weekly production trackers) to assess schedule and budget health.
- Documentation & Reporting:
- Ensure submission of Daily Construction Reports (DCR) and other forms listed in the OMS Document Matrix on time.
- Verify accuracy of entries for labor hours, quantities installed, and productivity.
- Attend Project Specific Metrics Review with the Project Engineer to review project performance.
- Risk Management: Proactively identify and mitigate risks (e.g., logistics, material delays, weather impacts) and update risk registers or related forms required under the OMS.
Scheduling
- Develop & Maintain Schedules: Collaborate with estimating, engineering, and project controls teams to create and manage Level 3 or 4 schedules per project requirements.
- Three-Week Lookaheads: Ensure all superintendents produce rolling three-week lookahead schedules; confirm they are communicated to the team and client.
- Multi-Site Coordination: Oversee multiple job sites, ensuring alignment with the OMS Role Matrix and verifying that each site’s schedule is updated based on changing conditions.
- Schedule Changes: Incorporate schedule revisions arising from scope or design changes into the master schedule, ensuring that all affected parties are informed.
Operations
- Field Execution & Oversight: Provide on-site construction management support during mobilization, daily operations, and demobilization. Continuously drive production and efficiency through collaboration with superintendents and foremen.
- Driving Production & Efficiency: Actively promote a sense of urgency and efficiency in daily tasks. Ensure superintendents are driving crews to meet or exceed productivity targets.
- OMS Compliance: Enforce adherence to OMS procedures, including document control, work processes, and record-keeping.
- Operational Policies: Disseminate directives from senior management and confirm their proper implementation at each site.
- Continuous Improvement: Encourage feedback from superintendents and field personnel to enhance methods, reduce waste, and streamline workflows.
Client Management
- Client Relationship: Establish and maintain professional relationships with client representatives, site supervisors, inspectors, and stakeholders.

Procurement

- Approvals & Tracking: Use documentation protocols (as defined in the OMS Document Matrix) to approve and track requisitions.
- Vendor & Subcontractor Oversight: Manage subcontractors by confirming they follow Expanse’s safety, quality, and schedule expectations as outlined in the contract.
QA / QC
- Quality Assurance: Ensure implementation of Expanse’s QA/QC procedures at each site. Conduct or delegate regular inspections to validate compliance with project specifications.
- Documentation: Confirm that inspection forms, test records, and associated QA/QC documents are accurate, complete, and filed per the OMS Document Matrix.
- Non-Conformance & Corrective Action: Identify, document, and resolve any deviations from project specs. Collaborate with site teams to develop preventive measures and maintain a consistent standard of quality.
Safety
- Behavioral Based Safety (BBS): Integrate BBS principles across all field operations, ensuring management engagement and leading by example at every site.
- Meetings & Walkthroughs: Conduct or participate in scheduled BBS and Safety Toolbox Meetings (as defined in the Meetings tab of the OMS) to reinforce safety culture.
- Incident Response: Lead or coordinate incident investigations and root-cause analysis using OMS-approved forms and protocols.
- Compliance: Verify adherence to OSHA, client-specific safety protocols, and Expanse Electricals’ safety policies, especially around high-voltage equipment and substation hazards.
Meetings & OMS Document Matrix
- Meeting Cadence:
- Daily/Weekly Meetings: Conduct or participate in site-level coordination or production meetings, ensuring discussion points are documented per the Meetings tab (e.g., WSR - Weekly Safety Review, PSMR - Project Specific Metrics Review).
- Monthly/Quarterly Reviews: Attend or lead higher-level progress or operational reviews (MOR) as required by the OMS.
- OMS Document Matrix:
- Ensure all relevant project documents (e.g., RFI logs, schedule updates, ECR—Engineering Change Requests) are maintained according to the Matrix.
- Confirm responsibilities listed under “General Superintendent” and “Construction Manager” in the OMS are fulfilled, including sign-offs, form submissions, and adherence to standardized formats.
- Track deliverables, submittals, and completions using the references and codes provided in the OMS Document Matrix, making sure the correct forms are filled out by the designated responsible party (CM, GS, Foreman, etc.).
COMPETENCIES / QUALIFICATIONS
Education & Experience
- High School Diploma or GED required; a technical or college degree is preferred.
- 10 years in construction, with at least 5 years in substation or high-voltage projects.
- Demonstrated ability to manage multiple sites and supervise diverse teams.
Technical Skills
- Comprehensive knowledge of substation construction, ability to read/interpret schematics, one-line diagrams, and project-specific documentation.
- Familiarity with processes, scheduling tools, and cost forecasting methods.
- Understanding of QA/QC, safety, and compliance standards pertinent to electrical work in substations.
Leadership & Soft Skills
