Data Governance Lead

Overview

University Information Services (UIS) provides technical services and enterprise applications to the University of Colorado’s (CU) four campuses and the Office of the President. UIS is committed to excellence in customer service, technical expertise, and the development of enterprise applications responsible for supporting CU’s students, faculty, staff, and others.

As part of the Data Governance group, the Data Governance Analyst Lead exists for multiple responsibility areas including to lead all aspects of the University-wide data governance program improving reporting and analytics for the university. It also supports the University of Colorado Data Governance and Management program, Data Governance Executive Committee (DGEC).

The Data Governance Analyst Lead designs, implements, and is responsible for establishment and delivery of enterprise Data Governance solutions. Designs, develops, and delivers relevant awareness, education, and training across the organization to use these solutions. Provides post-training coaching and mentoring to business and technology areas in the application and usage of Data Governance solutions.  Maintains awareness of current developments and emerging trends within the industry and recommends strategic as well as tactically impactful enterprise level Data Governance solutions for business and technology areas, in coordination with the enterprise Data Governance function.  Designs and implements, monitors and reports on enterprise Data Governance progress and performance measurement metrics, including Data Management Maturity Model progress.

The Data Governance Analyst Lead is a strategic, multi-functional position chartered with improving the management of data within the organization. This role will be responsible for the successful execution of the Data Governance Program. The Data Governance Analyst Lead will need to be a strong motivator, leader, and facilitator of teams of all levels, from Executive to Tactical.

This position reports to the Assistant Director of Data & BI and is exempt from the State of Colorado Classified Staff system.

Responsibilities

Duties

Duties and responsibilities of the position include, but are not limited to:

• Facilitates the DGEC meetings and at times the Working Group meetings
• Responsible for establishing and maintaining a proven data governance university-wide program
• Disseminates data governance standard methodologies and acts independently across business units and IT
• Develops the data governance strategy based on direction set by the executive sponsors and aligns data governance strategy with business strategy
• Responsible for meeting the Data Governance Office strategic vision
• Enforces the data governance policies for the university-wide data governance
• Recommends data governance project spending
• Gives direction on data governance goals and success measures
• Resolves data issues across business and technical areas
• Coordinates business and technology communities
• Monitors and reviews data quality and data governance metrics
• Works with the SME’s, Data Steward Leads, Data Quality Analysts, IT Support, and IT Leads to prioritize and resolve issues
• Promotes data governance disciplines and purposes to the enterprise by implementing data governance directives
• Facilitates the development and implementation of data governance directives resulting from market and/or regulatory changes
• Monitors regulatory, non-compliance to regulatory requirements and industry activity to identify potential impacts to DG practice and raises issues to the Data Governance Executive Committee
• Regularly review existing business practices for effectiveness and completeness
• Communicates with Executive Committee when changes or additions to data governance guiding principles and/or requirements are made
• Work with the DGEC to define and institutionalize data governance policies and processes
• Establishes policies and guidelines through data governance standard processes
• Oversees the integrity, usability, and security of all data assets under Data Governance Office purview
• Responsible for management of enterprise-wide change and communications for data governance efforts
• Advises business on data polices, processes and standards
• Works closely with IT lead to develop and evolve data governance communications and branding
• Trains, educates, and creates awareness for members in their respective functional areas
• Provides oversight to ensure data related requests in projects are given proper priority and due diligence
• Drives validation and review of Data Governance deliverables across projects via the integrated key partner review process

Minimum Requirements

• Bachelor’s degree from an accredited institution of higher education, or equivalent professional experience (professional experience may be substituted for the degree on a year-for-year basis)
• Five (5) years’ data governance and business intelligence experience, which includes:
  • Business or process analysis
  • Professional experience with data, reporting, data warehousing, and data governance

Preferred Qualifications

• Seven (7) years’ experience as detailed above
• Experience in the following:
  • Leading data governance processes
  • Collibra data catalog tool (as user or completion of more formal Collibra training)
  • A higher education setting
  • Reporting on data warehouse data, exposure to star-schema design
  • Facilitating training sessions for large audiences
  • Developing reports using Cognos and/or Tableau
• Detailed understanding of the software development life cycle
• Solid grasp of ETL code, SQL, database design and data modeling
