What are the responsibilities and job description for the Project Engineer II position at Explorer Pipeline?
The Project Engineer II is primarily responsible for the design and construction of pipeline and facility additions, modifications, and repairs, as well as the evaluation and mitigation of potential encroachments on the Company’s pipelines and provides support to area operations and pipeline integrity in their efforts. This is the second level of a job family for project engineers at the Company.
DUTIES AND RESPONSIBILITIES:
The following represents the majority of the duties performed by the position but is not meant to be all inclusive nor prevent other duties from being assigned when necessary.
1. Complies with DOT and OSHA health, safety and environmental requirements and follows safety philosophy and procedures developed by the Company including: applicable environmental, health and safety rules, procedures, and accepted safe work practices, the use of appropriate personal protective equipment and safety systems, and the reporting of workplace hazards and injury or illness arising from workplace activities; observes the workplace to identify conditions or behaviors that should be corrected and takes appropriate action.
2. Leads project teams for less complex work efforts and supports company initiatives by providing engineering support to internal and external groups, coordinating the schedules and work assignments of project staff and vendors.
3. Leads the management of pipeline construction and maintenance projects from initiation through closure including, but not limited to, completion of field surveys, the preparation of estimates, the development of project plans and bid packets, the purchase of materials, the selection and management of external contractors, coordination of construction and inspection activities, reporting project status updates, monitoring budgets and timelines, managing change controls, start-up, and completion of post project reviews.
4. Compiles information and prepares reports regarding the status of projects.
5. Assists with higher complexity tasks such as drain down plans, hydrotests, encroachment evaluations and specification development under the guidance of a senior level engineer.
6. Serves on Company initiatives or projects as assigned.
7. Conducts pre-construction meetings with contractors and governmental agencies to resolve issues prior to the start of a construction project.
8. Provides direct guidance to construction inspectors at job sites. Provides guidance to the project implementation contractors through meetings and on-site guidance.
9. Develops drain down and refill procedures for review and communicates the procedure to affected parties.
10. Assists Legal/ROW with the negotiation of right-of-way claims with landowners to resolve right-of-way concerns associated with construction projects.
11. Evaluates any construction or demolition plans by external parties which would encroach on the pipeline; collects input from internal personnel regarding the effect of plans on the pipeline. Has work checked by senior level engineer.
12. Assists in preparing engineering studies and cost estimates for and provides technical suggestions to internal departments to improve system operations or efficiencies.
13. Supports operations and other engineering disciplines in the planning and execution of smaller projects.
14. Assists, as needed, with both internal and regulatory audits, including providing requested project documentation or answering project questions.
15. Creates or supervises the creation of engineering designs and drawings for use in the construction of new pipeline facilities or the maintenance or upgrading of existing facilities in support of internal drawing standards and policies.
REQUIREMENTS
Education and Experience
· A Bachelor’s degree in engineering and a minimum of three years of prior project management or engineering experience is required. A minimum of five years of prior employment is preferred.
Knowledge, Skills and Abilities:
· Ability to actively engage in safe behavior and understand and follow the principles and methods related to pipeline and workplace safety as established by the Company.
· Knowledge of emergency and safety procedures, policies procedures, equipment operating parameters, and awareness of all applicable DOT, EPA, FERC, DHS and OSHA requirements.
· Knowledge of pipeline and construction economics.
· Proficiency in the use of Microsoft Word and Excel software is required to manage, record, and evaluate Company information.
· Good analytical skills to evaluate designs and construction plans to modify the pipeline system.
· Good written communication skills to draft bid specifications for projects.
· Well-developed interpersonal skills to deal with external contactors and third parties.
· Basic financial skills to manage annual project budget.
· Ability to effectively manage with guidance multiple projects with varying degrees of urgency.
· Good communication skills to interact with management and employees at all levels to obtain stakeholder input, coordinate pipeline shutdowns, process invoices and expenses, provide input to legal documents, and discuss regulatory compliance and right-of-way issues.

· Good verbal presentation skills to present and get agreement to encroachment agreements and construction plans from right-of-way landowners and government agencies and to communicate construction plans to external construction contractions and inspectors.
· Familiar with applicable codes governing pipeline construction and operations including but not limited to: PHMSA 195, API 5L, API 650, API 1104, B 31.3 and others.
· Ability to effectively work and cooperate with supervisors, co-workers and vendors.
· Ability to follow corporate policies and the directions of supervisors.
· Ability to refrain from causing or contributing to the disruption of the workplace.
