ROW Technician

The Right of Way Technician is primarily responsible for performing pipeline patrols and inspections; locating and marking facilities for damage prevention; handling one-call tickets and performing actual crossing inspection and ensuring integrity during third party excavations near pipeline.

DUTIES AND RESPONSIBILITIES

 The following represents the majority of the duties performed by the position, but is not meant to be all inclusive nor prevent other duties from being assigned when necessary.

 1. Complies with DOT and OSHA health, safety and environmental requirements and follows safety philosophy and procedures developed by the Company including: applicable environmental, health and safety rules, procedures, and accepted safe work practices, the use of appropriate personal protective equipment and safety systems, and the reporting of workplace hazards and injury or illness arising from workplace activities; observes the workplace to identify conditions or behaviors that should be corrected and takes appropriate action.

 2. Locates and marks facilities per company damage prevention program and one-call procedures prior to and during excavation.

 3. Performs pipeline crossing inspections and ensures integrity during third party excavations near pipeline.

 4. Completes excavation related documentation (e.g. mapping, data entry, ticket classification, record keeping, encroachment filing, red-lining as-built drawing).

 5. Provides oversight and inspection to ensure asset protection and compliance with company procedures of excavation activities near pipeline facilities.

 6. Identifies and reports immediately all ROW maintenance issues including signage, brushing, or environmental issues such as drainage problems or corrosion.

 7. Identifies and reports any safety and/or environmental hazards involving the pipeline.

 8. Identifies and reports any potential hazards regarding construction near or on the pipeline.

 9. Attends local damage prevention activities.

 10. Works with Area Manager to answers questions and resolve issues or concerns with landowner/tenants, private utilities, public officials, and emergency responders regarding use or occupation of right-of-way.

 REQUIREMENTS

 Education and Experience

 · A high school diploma or GED certification and minimum of five years of pipeline or industry experience is required. An Associates degree and five years experience in right of way, maintenance or operations of a pipeline is preferred.

 Knowledge, Skills, and Abilities:

 · Knowledge of emergency and safety procedures, policies, documentation procedures, equipment operating parameters, and all applicable Department of Transportation (DOT), Federal Energy Regulatory Commission (FERC), Department of Homeland Security (DHS), Environmental Protection Agency (EPA), and OSHA requirements.

 · Ability to understand and follow the principals and methods related to pipeline and workplace safety as established by the Company.

 · Knowledge and/or awareness of construction methodologies, particularly as they apply to excavations and pipeline crossings and exposures.

 · Knowledge of line locating equipment.

 · Knowledge of state regulatory agencies (Texas Railroad Commission).

 · Knowledge of system operation, pipeline and facility layout, equipment capability, and physical ability to accomplish the task as assigned.

 · Knowledge of best practices to reduce potential hazards related to safety and integrity during third party excavations.

 · Ability to provide oversight during third party excavations to maintain integrity of the pipeline.

 · Ability to read and interpret blueprints, P&IDs, and other diagrams.

 · Knowledge and experience in safe handling practices of flammable liquids and high and low pressure systems.

 · Ability to work without direct supervision to accomplish goals and meet schedules.

 · Knowledge of math, general science, hydraulics and strong mechanical and electrical aptitude.

 · Ability to think logically and remain calm in stressful situations.

 · Ability to drive and safely maneuver company vehicles.

 · Ability to prepare and analyze data and figures.

 · Ability to effectively work and cooperate with supervisors, co-workers and vendors.

 · Ability to follow corporate policies and the directions of supervisors.

 · Ability to refrain from causing or contributing to the disruption of the workplace.
