Mega-Site Quality Manager

Meta is seeking an experienced On-site Regional Quality Manager to join our Data Center Engineering & Construction (DEC) Quality team as a Technical Lead Manager responsible for the delivery of our Richland Parish Louisiana Data Center. Our data centers are the foundation upon which our rapidly growing infrastructure efficiently operates, and our innovative services are delivered. This role is responsible for the generation, implementation, and management of the Meta Quality Program, by establishing a Quality Program that is focused on people, processes and accountability through effective feedback related to contractor coordination, performance and execution of construction inspections, testing services and commissioning. Through influential leadership and partnerships, the Regional Quality Manager will utilize our program core competencies to drive day one readiness ensuring predictable on-time delivery.

Mega-Site Quality Manager Responsibilities:

• Operate as a Technical Lead Manager responsible for people management and individual contributions related to the risk assessment, planning and implementation of Mechanical, Electrical, Plumbing (MEP), Building Management System (BMS), Civil, Structural, Landscaping Architectural (CSLA), Manufacturing & Integrated Owner Furnished Equipment (OFE) Manufacturing Quality and Commissioning scopes of work to meet the needs of ever-evolving project & business drivers.
• Provide leadership to associated Quality, Commissioning, Building Automation & Manufacturing teams and interface at the highest level between design, construction, and facility operations leadership, the general contractor & equipment vendors.
• Manage a team of site-specific MEP/CSLA, BMS, Manufacturing & Integrated OFE Manufacturing resources (Full Time & Contract Employees) to execute the team's quality program vision, strategy and processes resulting in repeatable metric driven results at scale.
• Educate and enforce DEC Quality program standards and serve as the point of escalation for associated site teams.
• Establish and foster a high performing team. Mentor and develop the individual contributor members of the DEC Quality team.
• Establish and maintain relationships with all third party consultants, contractors and equipment vendors to ensure alignment with program intent, goals, and requirements.
• Develop/monitor quality program metrics to evaluate the project’s performance. Analyze said metrics to understand the root cause of any disconcerting trends and then work with the applicable parties to correct those items.
• Contribute to building high performing teams by mentoring and developing the on-site general contractor and trade partner construction Quality & Commissioning teams while providing performance signals to contractor leadership.
• In conjunction with Site Construction Management and other Area Management teams, establish effective processes and standards to enable efficient execution and effective cross-functional communications.
• Establish the vision and facilitate cross-functional collaboration, coordination, and support among the on-site project teams, including the on-site Meta Quality team, general contractors, trade partners, consultants, and third-party Quality and Commissioning teams.
• Provide training of personnel to ensure awareness of quality procedures and specific responsibilities in the Quality process.
• Through the establishment of effective partnership, coordinate quality issues & schedule dynamics between the Meta design, sourcing, construction, and facility operations teams.
• Audit Quality activities of staff and trade partners as often and as necessary to assess conformance with the Quality procedures.
• Perform quality engineering audits of design documentation for compliance with stated requirements, including vendor quality manuals and company quality records.
• Evaluate effectiveness against Quality Program Standards and modify, if required, Level 1, 2, 3, 4, and 5 related quality & commissioning products and processes checklists, technical deliverables, test procedures and plans.
• Recommend and verify effective implementation of corrective and preventive actions for project non-conformances and quality issues, in coordination with Project and Quality Management, design, engineering, construction and other functional disciplines.
• Participate in the reviews and provide feedback of Commissioning Authority Level 4 and 5 commissioning scripts & strategies.
• Partner with Meta Construction Manager in review & contribute to Phase Turnover Planning and Final Documentation Package for completeness and accuracy.
• Partner with Meta Construction Manager in review & manage of Level 3, 4, and 5 Energization, Start-up, and Commissioning schedules to help ensure compliance.
• Help drive the closure of open issues and escalate any incomplete open items not getting closed out in a timely manner.
• Audit factory witness tests as required for Owner furnished Contractor Installed (OFCI), Modular Owner Furnished Equipment (MOFE) and Contractor Furnished Contractor Installed (CFCI) equipment and systems.
• Attend required Construction Meetings such as the weekly project and monthly global Quality meeting, MEP/OAC weekly meetings, and daily start-up and commissioning meetings.
• Travel domestically as needed (anticipated 10-20%).

Minimum Qualifications:

• 10 years of experience in quality control & quality assurance (QA/QC) and/or Commissioning (Cx) programs for data centers or mission critical construction projects.
• BS in Construction Management or Engineering or equivalent work experience.
• Experience with Design-Build and Design-Bid-Build construction programs.
• Experience in civil/structural, building envelope, mechanical, electrical, and I&C disciplines.
• Experience leading QA/QC and Cx programs.
• Experience in personnel management, staffing, and scheduling.
• Experience in contractor, consultant, and vendor management.
• Experience in mission critical power and cooling infrastructure or other critical systems
• Experience adapting to a fast paced, hands-on, start-up work environment.

Preferred Qualifications:

• Experience working closely with a broad range of stakeholders with various skillsets and level of authority.
• Experience delivering large scale ($500M ), multi-prime mission critical construction projects.
• Experience utilizing Autodesk BIM360 Field and/or ACC Build software.
• Project Management Professional (PMP) or Equivalent Certifications.
