Position Summary

FACETS is looking for mission-driven person to join our team as the Strategy Manager for Opportunity Neighborhood—Centreville. The Strategy Manager plans, coordinates, and leads the Opportunity Neighborhood—Centreville initiative and will be a key part of the team responsible for driving the work forward, providing leadership and overall direction as well as supporting day-to-day communications and administration, community engagement, and data collection.

An Opportunity Neighborhood (ON) is one where residents, schools, local government, community organizations, and businesses work collaboratively to help children, youth, and families reach their fullest potential through a strong academic foundation, family and community stability, and culture of engagement, connectedness, and success. The Strategy Manager for an ON site is responsible for the coordination of the Opportunity Neighborhood efforts—building and maintaining strong relationships with the community, including residents, volunteers, schools, county staff, non-profits, faith communities, and businesses. The focus of the work involves infrastructure, data and capacity-building in the five focal areas of the Opportunity Neighborhood: 1) Family and community engagement, 2) Connected and motivated youth, 3) School readiness and early childhood education, 4) Family wellness and stability, and 5) Workforce readiness, student career preparedness, and family literacy.

FACETS is a non-profit organization that opens doors by helping parents, their children, and individuals who suffer the effects of poverty in Fairfax County. We meet their emergency needs through our wrap around services and community partnerships, and help individuals and families experience safe and stable housing after years of uncertainty and instability. Duties And Responsibilities

Coordination with teams and partners:

  • Identifies and establishes initial partnerships, oversight, and communication structures for the initiative.
  • Builds and maintains collaborative working relationships with institutions in the community, including schools, county agencies, police, non-profits, faith community representatives and businesses
  • Works with Steering Committee to plan, establish and launch the ON--Centreville initiative.
  • Coordinates and oversees the work of the Community Council, ensuring that resident voice is primary and new people have the opportunity to rotate into a position on the Council.
  • Coordinates efforts of working groups/task forces that address specific issues (such as health care, job opportunities, housing).
  • Coordinates strategies and actions, including conducting individual outreach and education as needed.
  • Coordinates with other related projects and coalitions to maintain a full understanding of the current landscape of local and regional activities, and integrating their work into the work and processes of ON--Centreville.
  • Coordinates with county-wide ON Team.
  • Supervises the Community Organizer and ensures that the person is building strong relationships with residents in identified communities.

Strategic Coherence

  • Maintains thorough understanding of applicable theory and principles, and works to ensure that the project remains in alignment with those.
  • Maintains understanding of implementation challenges and develops comprehensive solutions to address them.
  • Provides support to partner organizations in aligning their work to a common ON Agenda (e.g., identifying opportunities for programs and services to support specific ON goals).
  • Acts as a neutral arbiter and helps resolve disputes or disagreements in direction among groups or individuals who form part of the ON Community Council, Working Groups and Governance Team.
  • Coordinates support of activities of partners.

Communications

  • Communicates the objectives of ON to the community and potential partners.
  • Represents ON at the monthly, countywide ON meetings, providing updates and receiving and incorporating feedback, as appropriate.
  • Attends other appropriate meetings, presentations and community events, to represent ON, as needed.
  • Facilitates ongoing communication between ON partners by hosting regular conference calls, in-person meetings, or coordinating regular email updates to ensure alignment of activity
  • Supports the Community Organizer in planning and managing the logistics of community events, attending events and making everyone feel welcome.
  • Creates or manages creation of reports of ON progress for county-wide ON Team, FACETS Board of Directors, and external audiences.
  • Provide content to FACETS Communications Department for articles and materials, such as:
  • Brochures, fact sheets, and other informational items;
  • Webpage and social media posts.
  • Conducts presentations to community partners and the general public.

Data Collection, Analysis, And Reporting

  • Works with the Data Specialist to develop data analysis and plans to support the ON--Centreville initiative.
  • Coordinates indicator refinement with Community Council, committees/working groups, and county-wide ON Management Team.
  • Works with other staff to identify, track, monitor, analyze and report outcomes.
  • Completes and submits monthly reports of ON’s progress for internal and external audiences.
  • Accountable for the management of records, monthly, quarterly, and yearly reports as required by funders and as needed by Executive Director.

Fund Development And Management

  • Support the grant-writing process for funding for programs
  • Tracks monthly expenditures, including credit card purchases and grant funding.
  • Drafts ON grant reports to funders as required.

Administrative Functions

  • Oversee personnel functions, including recruiting, training, supervising, evaluating, and supporting community organizer.
  • Approves timecards and provides regular feedback to direct reports, both formally and informally.
  • Participates in and conducts in-service training for staff development.

  • Personnel Management: Effectively supervises and develops others through strong coaching and mentoring.
  • Team-building: Builds strong relationships with both team members and colleagues in other departments; fosters collaborative interactions within the agency.

Required Skills/Abilities

  • Education: Bachelor’s degree in Social Services, Education, Human Services, Community Health or related field. Master’s Degree a plus.
  • Experience: five years in social/human services providing community development and engaging multiple stakeholders, with at least two years in a related job supervising professional staff.
  • Proven ability to foster collaboration across diverse constituencies in a low-income community and to inspire confidence and motivate all ages and ethnic groups to collectively meet common objectives.
  • Culturally sensitive, with strong experience in participatory leadership.
  • Excellent written and oral communications skills in English with ability to communicate clearly and concisely.
  • Bilingual in English and Spanish, Korean or Arabic a plus.
  • An experienced leader who takes initiative, works collaboratively and helps develop other leaders both inside the organization and in the community.
  • Enthusiastic and able to motivate and energize people.
  • Experienced public speaker with strong public speaking skills.
  • Experience building community in an economically and culturally diverse environment.
  • Knowledge or understanding of programs to develop academic foundation, family resilience and encaged and connected communities.
  • Knowledge of current social services including factors for child success and multi-generational approaches to working with families.
  • Strong ability to use data and metrics to for program assessment, design, monitoring and implementation.
  • Strong analytical and critical thinking skills.
  • Excellent coordination, organization, oversight, interpersonal and communication skills (written and oral)
  • Ability to use Microsoft Outlook, Teams, Word, PowerPoint, Excel and other working/coordinating technologies.
  • Ability to thrive in a fluid, unstructured, entrepreneurial environment with minimal formal training.
  • Flexibility and the ability to work autonomously as well as take direction as needed.
  • Ability to manage multiple tasks in a fast-paced environment.
  • Ability to schedule and manage workload sufficiently to meet deadlines.
  • Ability to maintain records and to facilitate data collection.
  • Ability to work a flexible schedule including some nights and weekends.
  • Must pass criminal background and Child Protective Services background checks.

Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift 15 pounds at times.
  • Must be able to attend occasional meetings at other FACETS office locations within Fairfax County, including 3 annual organization-wide fundraising events each year.
  • The candidate must possess a valid driver’s license, reliable transportation, good driving record, and personal car insurance.

Salary

  • $55,000 - $65,000 annually
  • FACETS offers a competitive salary commensurate with qualification/experience.
