SUMMARY
This is an upper management position that assists the Behavioral Health Director in program administration, sustainability, procurement, compliance of major grants and contracts with emphasis on business management, data acquisition and reporting and billing. Position works closely with the Behavioral Health Director on various administrative functions, with local to national level organizations and other long term projects, and when required acts as liaison for Behavioral Health Director on specific assignments. Position routinely requires exercising independent judgment and assist in decision making that can significantly impact FNA’s behavioral health services.

JOB DUTIES
  • Assists the Behavioral Health Services (BHS) Director with the organizational planning, development, implementation, evaluation and oversight of all Adult Behavioral Health Treatment programs.
  • The Deputy of Behavioral Health Services works with the Director of Behavioral Health to ensure administrative compliance and financial management for all the grants and contracts FNA Behavioral Health Treatment Services. Ensures or writes the numerous grant related reports.
  • In conjunction with BHS Director and Planning & Development staff, helps with the research, literature review, grant writing, budget development for present programs, redesign of programs and/or the development of new programs and services to meet consumer needs. May assists Program Directors in developing program structure and activities to address specific goals, objectives, and measureable outcomes.
  • Assists in the development and updating of BHS policies and procedures that comply with the CARF Standards of Accreditation for programs in FNA, and helps maintain compliance with FNA policy relative to BHS.
  • Manages and reports activities of the various programs.
  • Helps ensure grant/contract compliance and requirements are maintained as well as program utilization rates, goals and objectives are achieved.
  • Supports the collection and development of narrative summaries, statistical data and management reports required by federal, state grants and contracts and helps ensure the timely submission of reports.
  • Works closely with the Accounting department to monitor budgets for all Adult Behavioral Health Treatment programs to include fund balances, client pay funds and expenditure compliance to grant obligations, codes and regulations.
  • Maintains client confidentiality in accordance with 42 CFR Part 2 and HIPPA standards and procedures are carried out.
  • Represents FNA Adult Behavioral Health Treatment programs in the absence of, or jointly with the BHS Director at meetings on a local, state and national level and attend mandatory FNA meetings as scheduled.
  • The incumbent of this position must work well under pressure, meetings multiple and conflicting deadlines. The incumbent shall at all times demonstrate cooperative behavior with colleagues, supervisor and clients.
  • Manages and report training activities for BHS Treatment staff.
  • Performs other job-related duties as assigned.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITY
  • Extensive grant writing, procurement of funds from state, federal and third party sources, ability to identify and access new funding sources and/or compensate for loss of funding source.
  • Strong resourcefulness, originality, and initiative. Resourcefulness is required to match the changing needs of consumers to provide the best combination of services and to respond to local/state/national trends appropriate to treatment.
  • Knowledge of design practices and procedures for special populations, with ability to oversee implementation of new programs and program components.
  • Strong written, analytical, verbal and interpersonal skills.
  • Strong organizational skills and the ability to prioritize work assignments.
  • Strong understanding and sensitivity to Alaska Native culture and lifestyle, with demonstrated experience working effectively with Alaska Native population.
  • Ability to keep accurate records and produce timely and accurate written reports.
  • Ability to learn and apply program/agency operating policies and procedures.
  • Knowledge of programs/agencies serving the Fairbanks North Star Borough.
  • Effective oral and written communications skills with demonstrated sensitivity to lifestyles of targeted consumers.
  • Advanced skill in operating personal computer using a variety of computer software.
  • Skill in managing multiple priorities and tasks concurrently and meeting deadlines.
  • Ability to establish and maintain cooperative working relationships with others.
  • Ability to work independently as well as with teams.

MINIMUM QUALIFICATIONS (Education & Experience)
  • BS/BA degree in Psychology, Sociology, Social Work or other Behavioral Science degree, AND
  • Four (4) years of experience in planning, development of administration of human services/rehabilitation programs; OR
  • Masters in Psychology, Sociology, Social Work or other Behavioral Science degree, AND
  • Two (2) years of experience in planning, development of administration of human services/rehabilitation programs.
  • A combination of experience, education, and training that provides the required knowledge, skills, and abilities may substitute for degree requirements.

PREFERRED QUALIFICATIONS (Education & Experience)
  • Masters in Psychology, Sociology, Social Work or other Behavioral Science degree.
  • Four (4) years of experience in planning, development of administration of human services/rehabilitation programs.
  • Licensed mental health professional, certified program administrator, or certified clinical supervisor.
