The Inclusionary Housing Associate Director in the Planning and Inclusionary Housing Division supports the Fairfax County Board of Supervisors and Redevelopment and Housing Authority (FCRHA) in the expansion of affordable housing through the Affordable and Workforce Dwelling Unit (ADU / WDU) programs and the implementation of the Communitywide Housing Strategic Plan, the Strategic Plan, and One Fairfax policy. Under minimal supervision, manages and administers the ADU and WDU Programs, as defined in the county's Affordable Dwelling Unit Ordinance in the Zoning Ordinance and Guidelines for Workforce Dwelling Units in the Comprehensive Plan, from inception to completion and monitoring of the units. Continually reviews policies and regulations to identify challenges and will keep informed on best practices in inclusionary housing to advance the program to meet the needs of low- and moderate-income households.

Utilizing excellent communication, strong leadership, and problem-solving skills, the Associate Director will ensure proposed developments comply with the ADU and WDU Program requirements, including the ADU Ordinance, WDU Policy, and proffer requirements. The Associate Director will supervise ADU / WDU staff and work closely with partner agencies, developers, builders, and property owners in Fairfax County and certain other jurisdictions, such as City of Fairfax to implement the ADU and WDU Program. The position will review policies, proffers, and other legal documentation, such as ADU / WDU covenants and the Notice of Availability and Sales Offering Agreement offering agreements; participate in interagency meetings; work with staff, property owners, and property managers to track and monitor projects; develop and implement improvements on data tracking, monitoring, and other program elements; and report on progress. The Associate Director also will calculate, direct, and track proffered contributions to the Housing Trust Fund in coordination with partner agencies, and support the ADU Advisory Board.

The Associate Director will lead and / or oversee revisions to ADU and WDU program elements, including managing interagency coordination, potential consultant assistance, community and stakeholder engagement, and FCRHA and Board of Supervisors review and action, to ensure the program remains up to date. This includes such activities as researching best practices to propose, analyze, and develop and present recommendations on program updates and revisions, and updating the ADU / WDU database and maps to improve data tracking, monitoring, and presentation. The Associate Director will manage the acquisition of ADUs and WDUs with the Finance, Rental Housing, and Homeownership Divisions, and will track allocated funding sources.

Key Responsibilities :

  • Oversee the process to deliver ADUs and WDUs from inception to the execution of offering agreements per program requirements, and monitoring, as well as calculate Housing Trust Fund contributions for developments that are exempt from the ADU Ordinance and WDU policies.
  • Manages staff who implement such policies and regulations in the creation and administration of units. Reviews all staff work to ensure consistency in the administration of the policies, coaches staff toward career development, completes performance evaluations, and manages disciplinary actions.
  • Utilizes strong relationships with other County staff as needed including the County Attorney's Office (OCA), Homeownership Division, Department of Planning and Development (DPD), and Land Development Services (LDS) to coordinate activities, projects, and pipeline data, and to improve inter- and intra-division communication. Leads and participates in teams throughout the agency and County.
  • Meets with developers and property managers to provide ADU Ordinance and / or WDU policy requirements, training, and other information.
  • Serves as subject matter expert of the ADU / WDU policies and procedures.
  • Reviews such legal documents as offering agreements from Developers to ensure units are consistent with applicable administrative requirements, including that pricing complies with requirements and that unit locations are consistent with applicable policies and regulations.
  • Review and assist in the review of planning studies, rezoning applications, land use site plans, building permits, and subdivision plats with focus on the ADU / WDU requirements.
  • Maintains ADU / WDU-related policies and regulations; oversees or leads the review of studies; and presents any research, analysis, and recommendations to senior staff, interagency teams, elected or appointed officials, community members, or other stakeholders as appropriate.
  • Updates and routes income limits and sales and rental prices for approval.
  • Strategizes and conducts community engagement as needed.
  • Tracks the production and pipeline of units, and Housing Trust Fund contributions. Prepares routine reports on the ADU Program and WDU Policy for the FCRHA and Board.
  • Meets with Homeownership Division to convey pipeline and production data of for-sale units for workload planning and gather feedback on program requirement for for-sale program implementation.
  • Manages the acquisition of ADUs and WDUs, on behalf of the FCHRA, including the coordination with other staff to identify need for acquisition and evaluate the opportunities to purchase and to allocate funding.
  • Drives to properties to inspect units.
  • Prepares items, attends and presents at public meetings and hearings such as the Planning Commission, FCRHA and Board.
  • Manages post-occupancy program compliance and reporting for rental ADU / WDUs.
  • Supports the ADU Advisory Board directly or through staff, as needed, which includes scheduling meeting, preparing memoranda, and coordinating the public hearings.
  • Ensures the written Standard Operating Procedures are up to date.
  • Performs outreach within the County and other jurisdictions with respect to the provision of affordable housing, including participation in inclusionary housing studies.
  • Provides information to inter-county and other jurisdictions regarding inclusionary housing and the County's ADU program and WDU policy to share knowledge and understanding of the ADU / WDU programs.

Employment Standards

MINIMUM QUALIFICATIONS :

Any combination of education and experience and training equivalent to the following : (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in a related field of study such as planning, engineering, architecture, economics, construction science, business or public administration, finance, real estate, social work, public policy or other related field; Plus five years of experience related to an assigned program area.

CERTIFICATES AND LICENSES REQUIRED :

PREFERRED QUALIFICATIONS :

  • Bachelor's or master's in real estate development; architecture; urban, regional, or city planning; business; public administration; or information systems.
  • Experience with rezoning, planning studies, and development review that involved affordable housing.
  • Experience managing inclusionary housing or affordable housing programs, with knowledge of government programs.
  • Experience managing redevelopment projects.
  • Experience with land use regulations and policies.
  • Experience with real estate sales negotiations and related legal documentation.
  • Experience preparing Request for Proposals (RFPs).
  • Experience developing and implementing community engagement plans.
  • Experience developing and maintaining partnerships with outside entities.
  • Experience managing complex projects and diverse teams.
  • Experience creating and presenting large-scale presentations for a variety of audiences to include community groups, professional organizations, senior leadership, and elected and appointed officials.
  • Experience with effectively communicating verbally, graphically, and in writing.
  • Experience working with federal, state, and local agencies.

    PHYSICAL REQUIREMENTS :

    Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight.
