Serves as entry-level fiscal services staff for the EMS transport billing program. Under supervision of the Financial Specialist IV, processes and records daily deposits, returned checks, refunds, hardship waivers, inter-agency transfers, and/or other financial instruments or transactions associated with EMS billing. Collects and responds to payments and written correspondence received from EMS billing program payors and partners. Responds to patient and attorney EMS billing inquiries received on the department's patient advocate line, in writing, and/or in coordination with the department's FOIA administrator/custodian of records. Performs periodic reconciliations and audit analyses when requested. Assists with monthly, quarterly, and annual reporting and budgeting processes for the EMS transport billing program. Utilizes extensive communications skills and specialized knowledge of county policies, federal and state laws/regulations, and health insurance payment policies in collaboration with EMS billing vendor and other FRD staff to ensure high-quality service provision to individuals receiving billable EMS services from the FRD, and/or their authorized representatives. Cross-trained and serves as back-up staff to the fiscal services division's accounting section and travel and training programs.

- Oversees the processing of budget, procurement, and/or payment documents;
- Analyzes cost, revenue and operating expenses;
- Maintains special revenue/account funds;
- Develops, prepares and justifies the budget for a small agency or assists with budget development for a large agency.

- General knowledge of laws ordinances and regulations governing municipal finance;

- Ability to complete budget documents in accordance with the Department of Management and Budget.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts.
BRIDGE CLASS EMPLOYMENT STANDARDS:
Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.
The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.
PREFERRED QUALIFICATIONS:- Bachelor's degree or equivalent experience in accounting, business administration, public administration, health care administration, or health policy and management.
- Experience with accounting processes and terminologies.
- Experience with health care terminology, ambulance/medical billing, and health insurance.
- Experience with project management and continuous process improvement methodologies.
- Intermediate to advanced skills with Microsoft Excel.
- Intermediate skills with other Microsoft Office programs/apps.
- Excellent communication and interpersonal skills - both verbal and written.
- Excellent analytical skills.
- Intermediate to advanced knowledge with SAP or similar ERP system (i.e., FOCUS, etc.).
- Ability to speak and write Spanish.

SELECTION PROCEDURE:
Must be able to fully participate as required as a civilian member of an emergency response organization. This position is generally sedentary in nature however does require one to be able to stand, stoop, reach, walk, and climb stairs; may require lifting, up to 15 lbs. Requires ability to sit for long periods at a workstation; must be able to operate keyboard driven equipment and computer. Visual acuity is required to be able to read data on a computer monitor. All duties may be performed with or without reasonable accommodations.
