This position develops and implements new and ongoing homeownership initiatives and programs to include compliance for all units within the Department of Housing and Community Development's (HCD) Homeownership Division. Oversees program activities that may include compliance, annual performance measurement data and reports, the sale of new units that are offered by developers, monitoring occupancy and resale of units, implementing financing assistance programs, and provides technical assistance for Homeownership programs. Maintains the information technology plan for homeownership programs in order to provide accurate and timely reporting and quality customer service. Provides management, supervision, coaching and development to assigned staff. This position reports to the Homeownership Division Director.
Key responsibilities include :
- Plans, designs, develops, organizes, oversees, and administers highly complex affordable housing programs and projects such as the Affordable Dwelling Unit (ADU), Workforce Development Unit (WDU), and other legacy programs;
- Coordinates, develops, implements and monitors program goals, strategies, plans, policies and procedures to ensure financial and programmatic compliance with federal, state and local regulations;
- Provides day to day supervision of the various housing / community development projects, including setting short term goals, assigning tasks, and organizing work;
- Prepares and delivers presentations on the need for housing affordability, HCD projects and proposals;
- Responds to specific questions in dealings with the FCRHA, Board of Supervisors, various committees, the Planning Commission, federal and state agencies, County departments, and the public;
- Provides direct supervision to certain staff in the homeownership unit to ensure quality performance, the fostering of teamwork, and compliance with the unit objectives;
- Provides exceptional customer service to all internal and external stakeholders.
Note : The assigned program areas for this position are affordable housing, program management, project management, rental programs, homeownership programs, inclusionary zoning programs, real estate sales, policy, compliance, lending, finance, or contracts.
MINIMUM QUALIFICATIONS :
Any combination of education and experience and training equivalent to the following : (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in a related field of study such as planning, engineering, architecture, economics, construction science, business or public administration, finance, real estate, social work, public policy or other related field; Plus four years of experience related to an assigned program area.

PHYSICAL REQUIREMENTS :
Ability to read information on a computer monitor; effectively communicate; operate keyboard-driven equipment and computer. Work is generally sedentary in nature; however, incumbent is required to frequently move about to perform office work such as accessing files, attending meetings, making presentations, operating general office equipment, and performing other essential job duties; may be required to move items up to approximately 15 pounds in weight. All duties performed with or without reasonable accommodations.
