NATURE OF POSITION
The Chief Operating Officer reports to FMFI’s CEO and is responsible for the overall day-to-day coordination of operations.  Provides leadership in long- and short-range planning, operational planning, problem solving, and management of designated personnel.  Directly supervises assigned designated personnel and providers along with meeting compliance requirements in all clinics.  Chief Operations Officer works in collaboration with the CEO, CFO, and CCO in establishing and executing policies for the clinics meeting requirements of the HRSA Compliance Manual, accreditation organizations, and incentive/value-based programs.

QUALIFICATIONS
A.    Minimum of 3 years business office supervisory experience or a bachelor’s degree in a health care profession, human services, or related field. 
B.    Knowledge of management techniques and procedures necessary for problem solving, conflict resolution, and program development 
C.    Experience in problem resolution and negotiation.  Has the ability to bring about consensus with decision-making in working with all health center sites.  Establishes collaborative team-working efforts to facilitate provision of quality health care for patients. 
D.    Knowledge of systematic plans, procedures, and skills in developing program plans. 
E.    Ability to communicate well in writing with exceptionally good interpersonal skills. 
F.    Experience establishing and maintaining positive and accountable relationships.
G.    Ability to work as a team member, work effectively with diverse people, and demonstrate an awareness of, value for, and the inclusion of cultural competence in process implementation.
H.    Knowledge of both State and Federal systems and requirements regarding health care regulations, laws, and policies.  Understanding of regulations in relation to the medically underserved.

SALARY GRADE AND CLASSIFICATION: Exempt

RESPONSIBLE TO: CEO

RESPONSIBILITIES: 

A.    Works in harmony with others exhibiting a positive attitude and a commitment to the basic mission of the health center and proactively assumes the responsibility for the standard of clinical care and customer service in the clinical areas, medical, dental, and behavioral health.
B.    Knowledgeable of the scope of practice for all clinical disciplines.
C.    Supports Site Managers in their role of clinic management, provides coverage in their absences and utilizes appropriate resources as indicated. 
D.    Is able to perform the RMA, receptionist, Site Manager roles and cover clinical services as appropriate.

E.    Participates in development and ensures implementation of a comprehensive program; planning activities, as well as short and long-range planning efforts and can evaluate the necessity to establish new sites, new services, and identify adjustments to the existing scope.
F.    Assists in the recruitment of health care providers.  This includes the responsibility for ensuring that the corporation has positions staffed, organized and has the resources to accomplish the mission, policies and procedures of the corporation.
G.    Keeps the Site Managers informed of provider scheduling and ensures support staff are coordinated through respective Site Managers.
H.    Assist with reporting requirements working with the applicable department managers for timely submission.  Assists CFO with grant management and ensures operational performance and goals meet the grant narratives. 
I.    Assist with or ensures the collection of data for clinical activity reporting: UDS data, participation in incentive programs, and activities for external program audits, including value-based care such as Medicare, Medicaid, and other private insurance plans.  Monitors collection activities of above programs and makes recommendations to the CFO/CEO for corrective action. 
J.    Assist with preparation of HRSA Site visits and any other regulatory agency visit/audit.
K.    Works with finance regarding the management of all maintenance (facility and program) contracts, purchasing, clinical, and service contracts. Ensures buildings are maintained and a preventive maintenance program is developed.
L.    Works with IT staff to analyze data to improve processes and provide system functionality and safeguards.
M.    Collaborate with the CEO and executive staff in developing the strategic plan for the organization.
N.    Monitoring and assuring implementation of the strategic plan through overseeing the development, implementation, and evaluation of program work plans and budgets, including progress reports.
O.    Maintains contracts with Rural Health Care/Universal Service Administration Co. for internet services and ensures internet capability meets the organizational needs.  Ensures finance has the appropriate information to reconcile accounts.
P.    Performs other job-related duties as assigned.
