Fairview Health Services is hiring a Applications Services Manager! The Manager Application Services is responsible for delivery, maintenance and support of technology solutions that enable Fairview Health Service’s ability to deliver outstanding patient care, great patient experiences and efficient business processes. This role is responsible for providing input into and delivering on solutions to business problems in partnership with their leaders, business relationship managers and architecture. This role will oversee the IT team responsible for partnering and delivering technology solutions for Human Resources. Examples - Payroll, Benefits, Talent Acquisition, Strategy, etc.

Responsibilities Job Description
- Collaborate with the business to understand business needs and market trends. Partner with architecture and leadership on design of a supporting technology strategy (including a multi-year road map) that aligns with architectural design, plan and standards. Provide cost and feasibility analysis to support and gain strategy approval. Implement and drive strategy. Oversee application health and create an application roadmap.
- Develop excellent understanding of the technology solutions and how they span and interact with the specific viewpoints of the individual areas of the business. Solutions should be developed to maximize the whole while allowing for necessary variation.
- Maintain up-to-date application knowledge and understanding of how the business uses the applications in their workflows. Partner with the business to understand existing workflows and opportunities for improvements. Understand how applications/assets drive and support the business. Establish and maintain productive working relationships with business partners and project teams.
- Oversees and manages all systems ensuring design, content and definitions integrate to support organizational expectations and objectives. Ensure the team partners with the business to gather requirements and goals to drive optimal solutions.
- Complete application health assessments. Improve the health of system assets by planning enhancements/upgrades to improve performance and reliability. Track standards exceptions to ensure they are addressed in a planful and timely manner.
- Provide direction and day-to-day leadership to a team of employees. Develop and maintain an organization of high performing people through effective hiring, coaching and performance/talent management processes. Influence and implement a resource strategy based on business need, scope of work, cost, and skill requirements. Foster a collaborative, success-oriented team environment where resources are empowered and accountable.
- Ensure compliance with organizational standards, practices and methodologies. Participate in the continuous improvement of methodologies, practices and standards. Hold teams accountable for following and implementing Software Development Life Cycle (SDLC) methodology, ITIL and quality management framework for projects. Write and/or revise system design documentation and operations documentation to include providing required input into operation support manuals and user guides.
- Ensure work adheres to standards and specifications (including peer reviews). Create and properly archive all project related documentation.
- Ensure all changes are effectively unit tested prior to being released to the quality assurance team. Resolve all unit test issues in a timely manner. Assist the quality assurance team in identifying test cases and in creating/mining test data to enable a thorough test of all deliverables.
- Evaluate, troubleshoot and lead root-cause analysis for production issues and system failures; determine corrective action and improvements to prevent recurrence. Provide implementation/production support as required.
- Define, track and measure overall department performance and metrics. Complete and distribute reports, models, status updates, statistics, etc., to technology leadership as required. Provide proper escalation to leadership for issues/problems as necessary.
- Effectively lead team that ensures timely execution of project deliverables. Provide oversight to ensure program/project adherence to analysis strategy, standards, policies, tools and procedures. Apply appropriate analysis principles and standards during project analysis, design and implementation phases.
- Apply demand management planning methodology to forecast, plan and manage the demand for resources, products and services. Prioritize the work to ensure the highest priory work is delivered first.
- Proactively lead through organizational change to help employees transition from current state to future state and to achieve the required business results. Lead by example and model positive behaviors.
- Participate in the annual budget and planning process for assigned organization, technical assets and related projects. Participate in the prioritization and planning of technology solutions to meet and maximize the annual investment budget. Collaborate with teams across the business and with vendor partners to effectively and accurately estimate work effort and associated costs for deliverables. Manage to the yearly department budget.
- Responsible for managing the interactions with suppliers of hardware, software, and service including identifying potential solutions, problem management, as well as helping with negotiations and contracts.
- Plan and prioritize software/solution releases within planned release schedules based on enterprise business strategy, business and technology need, and impact while assuring appropriate scope, size and impact of releases to end users. Effectively plan all design, development and testing work to ensure the pre-determined release schedule is met.
Qualifications
Required
Education
- Bachelor’s degree in technology or an equivalent combination of experience, education and training
Experience
- 5-7 years of IT application and/or Human resources experience
- Leadership experience with increasing levels of accountability
- Strong leadership, coaching and mentoring skills
- Excellent oral, written, and interpersonal communication and presentation skills
- Ability to work with a range of technical staff, operational partners and architects to develop joint solutions
- Ability to facilitate problem solving among groups with varying needs and priorities
- Excellent analytical skills
- Ability to multi-task and prioritize work
- Understanding of software development life cycle

- Advanced Degree preferred
- Experience within the Healthcare Industry
- Demonstrated skills in strategic and critical thinking, negotiation and relationship building
- Knowledge of applicable laws, guidelines and regulations that relate to HIT
- Certifications and experience relative to the role of supporting Human Resource functions
