What are the responsibilities and job description for the RESPTC Project Specialist position at Fairview Health Services?
The RESPTC Project Specialist will oversee project management activities directly related to the Regional Emerging Special Pathogen Treatment Center (RESPTC) program at the University of MN Medical Center (UMMC). These activities support the development, implementation, and evaluation of the RESPTC work plan to achieve grant deliverables from governmental funding opportunities.
The position will support the Special Pathogens Unit (SPU) leadership and operational team to develop unit and program-based processes and policies. The position works with various operational teams and organizational departments to oversee small to medium functional projects or phases of a larger project related to the RESPTC program. The position acts as a change agent to create and support a positive change process and continuous improvement in support of regional special pathogens preparedness in HHS Region V (MN, WI, IL, IN, OH, and MI).
This position may require domestic travel. During RESPTC program activation, this position may be required to work outside of normal business hours.
Job Expectations:
- Represents the organization by participating in and expanding established networks, performing assigned tasks, and communicating effectively.
- In collaboration with Special Pathogens Unit (SPU) leadership, identifies, prioritizes and addresses planning and procedural issues critical to advancing readiness for infectious diseases in HHS Region V.
- Promotes a strong organizational structure through which designated hospitals in Region V, EMS agencies, long term care centers and frontline providers in collaboration with UMMC and public health partners can best mitigate, prepare, respond, and recover from infectious disease threats.
- Writes, evaluates, and provides reports on a quarterly basis detailing the progress towards achieving grant deliverables, barriers to success and successes realized while executing the work plans.
- Identifies resources and expertise necessary to fulfill the goals of the Regional Emerging Special Pathogens Treatment Center (RESPTC) program.
- Responsible for maintaining tracking system for grant deliverables including training and education, asset management, and exercise development and execution in collaboration with the SPU leadership and operational team.
- Oversees small to medium sized, multi-faceted projects varying in complexity and involving cross functional experts. These projects may be a portion or phase of a larger project or program.
- Coordinates project work including project plans and schedules, and complete projects on time and within budget. Analyzes and documents processes, procedures, and outcomes to seek continuous improvement. Assesses resource requirements for project tasks and work with leaders of functional areas and subject matter experts to meet project plan deliverables.
- Communicates, collaborates, networks and acts as a consultant to stakeholders to ensure continuity and coordination of services and appropriate utilization of resources.
- Serves as a liaison for RESPTC initiatives and activities including multiple departments or functions.
- Provides support with quarterly and annual budgetary reporting.
- Provides support to the RESPTC program during quarterly exercises and annual readiness consultations.
- Acts as a change agent to advance the knowledge and grow capacity/capabilities of RESPTC program.
- Must complete the appropriate Homeland Security Exercise and Evaluation Program (HSEEP) training, FEMA courses, and Center for Domestic Preparedness courses as defined by the department.
Required
- Bachelor’s or Master’s Degree in Public Health, Healthcare Administration, or Business Administration – or - equivalent combination of education/work experience
- Two years of relevant Public Health or Healthcare Administration experience.
- Demonstrated ability to deal with ambiguity and to effectively manage within it.
- Strong analytic and problem-solving skills.
- Experience managing project plans, schedules, test plans, resources, and budgets.
- Strong knowledge of the Microsoft Office suite of tools.
- Successful record of accomplishment of delivering projects that meet business objectives.
- Ability to formally present project-related information clearly, concisely, and persuasively.
- Excellent facilitation skills and ability to drive resolution to issues.
Preferred
- Master’s Degree in Business Administration, Public Health, or Healthcare Administration.
- Two years of relevant project management experience.
- Successful experience driving cross-functional and cross-organizational teams to meet project objectives.
- Proven skills in project management methodologies, processes, and industry standard tools.
- Ability to formally present project related information in a clear, concise, and persuasive manner and to the executive level.
- Ability to relate well at all levels of the organization, building rapport and maintaining collaborative relationships.
- Expert skills in project management methodologies, processes, and industry standard tools.
- Successful experience driving cross-organizational teams to meet project objectives.
- Leverages many years of experience to manage extensive projects and is highly competent in the implementation of project results.

The posted pay range is for a 40-hour workweek (1.0 FTE).
