Position Summary: The Project Manager, in collaboration with the Strategic Planning and Partnerships Director, will provide strategic, Lean Six Sigma (LSS) (Black Belt), educational, and project management consultation to Medical Education and Training (METC) leadership regarding the advancement of broad-spectrum business and operational outcomes. Support the government functioning as a strategic planner and serving as a liaison between the METC staff components and over 100 external stakeholders. Establish and manage thriving partnerships with academic and non-academic institutions, federal agencies, and advocacy organizations. The Program Manager will develop strategic planning tools, metrics, and graphics, collect, analyze, manage, and report various forms of data from internal and external stakeholders. Provide ongoing project management consultation to a pool of internal leaders. Collect and scrutinize project inputs for clarity and accuracy while compiling project outcomes. The Project Manager will create and publish official reports. Develop, continuously improve, and present lean problem-solving methodologies and models that support full spectrum operational excellence in its current state and for new implementations that support business transformation.
Duties and Responsibilities:
- Create, edit, and publish various forms of media not limited to procedural instructions, presentations, and website content.
- Provide strategic and LSS (Black Belt) consultation and assistance to METC leaders regarding an array of high-priority initiatives, projects, and plans that support operational excellence, continuous process improvement, project management, and business transformation.
- Meet regularly with Director – Strategic Planning and Partnerships, jointly plan and orchestrate long-range and current business workload and requirements, and proactively ensure the upkeep of programmatic and operational functions, not limited to the database, public website, and SharePoint management.
- Ensure high quality and full spectrum customer relationship management for a multitude of internal and external stakeholders while orchestrating an array of competing business functions and proactively providing leadership, representation, and other assistance in support of the staff and vital organizational activities.
- Prioritize, assess, identify, and report issues, risks, and potential solutions associated with planning and execution of a broad portfolio of strategic projects, partnering activities, and management of competing and shifting programmatic and operational requirements.
- Develop and continuously improve presentations, media, websites, process improvement tools, and other administrative resources that support strategic planning, project management, partnerships, and other key mission functions.
- Submit Monthly report.
- Other duties as assigned.
Education and Experience:
- Bachelor’s Degree or higher
- Minimum of ten (10) years’ experience in DoD requirements and business processes
- Project Management Professional certification (PMP)
- Experience with Military Health System (MHS) and Defense Health Agency (DHA) is preferred

- Acutely familiar with details of projects and the respective purposes relating to the mission of the organization
- Maintain and leverage data to build business cases for analysis
- Think strategically while able to execute operational and tactical requirements
- Provide long-range planning to forecast training needs that promote a high-performing organization
- Work with multiple functional areas of expertise.
- Excellent written and oral communication and presentation skills and are capable of learning and utilizing current and emerging military and commercial technology.
- Basic knowledge of computer equipment and the assigned area of system software.
- Proficient with Microsoft Office Suite and able to incorporate programs including Excel, PowerPoint, Outlook, Word, and SharePoint.
Training Requirements: DHA/METC initial and annual training requirements, and comply with all DHA/METC policies, procedures, productivity standards, and instructions as provided.
Physical Demands: Withstand prolonged periods of standing, ability to sit in meetings for long periods of time; ability to use a personal computer for long periods of time. May occasionally lift and/or move up to 35 pounds.
Travel Requirements: Some travel may be required.

Pay: $80,000.00 - $84,000.00 per year
