SUMMARY OF POSITION:
Responsible for the supervision of the achievement of results in metering and meter maintenance for the Cooperative. Provide support information and documents for complete and accurate records and statistical reports that will insure effective management. Keeps the Manager of Engineering properly informed relative to plans, progress, and activities so that he may determine the achievement of results in conformity to established objectives, policies, work programs, budgets and procedures.
DUTIES AND ACCOUNTABILITIES (End Results Expected):
1. Establish and maintain a high standard of metering practices, keeping abreast of constant changes in the industry.
2. Inspects completed jobs under his/her direction to determine if the work is according to RUS specifications, National Electrical Code, and other requirements, and sees that all deficiencies are corrected.
3. Observes performance of his/her meter technicians to make sure they are following good safety practices and construction procedures.
4. Investigates consumer metering complaints and directs or performs the work required for the correction thereof.
5. Carries out the inspection of completed CT meter installations to determine that work is according to the staking sheet, RUS specifications, material accounting and other requirements.
6. Observes subordinate performance to ensure appropriate direction, instruction and following of effective work procedure and safe practices and coaching of employees.
7. Determines that proper clearances are maintained in all meter work assignments on distribution lines.
8. Determines that trucks, tools and working equipment are assigned properly and kept in good working order and that required repairs are promptly reported.
9. Receives communication and directives and orally confirms full understanding, keeps supervisor informed of important information concerning the work performed.
10. Keeps informed of all Cooperative policies and procedures, attends and participates in all safety meetings scheduled and ensures that all personnel under his supervision attend all required safety meetings. Reports unsafe conditions in a timely manner to appropriate personnel.
11. Contributes to the development of the Annual Work Plan, 4-year Construction Work Plan and the annual Departmental Budget by recommending additional equipment needed and other items that affect the budget.
12. Orders meters, current transformers and other specialized material required by the meter department and as budgeted by the Engineering Department.
13. Maintains, repairs and where possible improves equipment, housing and storage facilities for the meter department. Verifies certification of test equipment.
14. Schedules a regular meter inspection program of all Cooperative meters.
15. Inspects and sees that all meters are being properly handled, stored and installed.
16. Tests, cleans, repairs, adjusts and retests for final accuracy, meter and other equipment maintained by the Cooperative.
17. Checks and changes instrument transformer ratios.
18. Maintains electrical devices used in complicated schemes and other new equipment with which the craftsman has not had sufficient experience to be fully familiar.
19. Assists in emergencies related to restoring lines or equipment to service by making tests and repairs on the components as assigned.
20. Assists in construction and pre-energization testing by testing circuits, adjusting and correcting drawings as required.
21. Directs periodic and routine inspection and repair of reclosers, regulators and capacitor banks, secures counter readings, keeps records and arranges for maintenance through the Manager of Operations as required.
22. Performs the installation or removal of instrument transformers, recording or indicating meters of all types: making load and voltage tests.
23. Will develop and implement programs to identify problems resulting in unreliable service and take necessary steps for the elimination of the problems.
24. Will keep current on new methods and equipment which can be utilized to identify bad hardware, radio and TV noise, etc.
25. Will coordinate with the Manager of Operations on programs to insure that problems identified will be repaired on a timely scale.
26. Will schedule and supervise the location of radio and television interference in the system and arranging with the Manager of Operations for the correction of the problem.
27. Conducts oneself in such a manner as to contribute a better understanding of the Cooperative when in contact with members or the general public, as well as maintain a harmonious relationship with all Cooperative personnel.
28. Performs related duties as assigned.

Must possess excellent interpersonal skills. Will be required to work closely with all personnel from management to subordinates and with members/ customers and the general public. Must be able to maintain the confidentiality of any member information s/he encounters.

ORAL:
Must possess good communicative skills to effectively present data to various levels of management and to express oneself to all levels of employees.
WRITTEN:
Accurate and legible writing. Ability to communicate knowledge and ideas with clearness, effectiveness, and ease.
SCHEDULING AND PLANNING:
Must be self-motivated to ensure deadlines are met, projects are followed through and multiple tasks are done simultaneously. Must be able to prioritize, and plan to ensure tasks are completed on a timely basis.
BASIC JOB REQUIREMENTS:
EDUCATION:
High School Diploma or equivalent. Must have completed or be willing to complete a recognized meterman apprentice program.
EXPERIENCE:
Prefer three or more years in related experience and Journeyman Lineman experience.
OTHER SKILLS:
Must possess a valid Idaho Driver’s License.
PHYSICAL DEMANDS:
Sit, walk, stand, twist, kneel, climb, balance and bend to remove and install meters. Visual ability and manual dexterity required. Frequently lift and carry materials weighing up to 30 pounds occasionally more. Frequently work with meter locations or equipment over five feet from the ground.
EQUIPMENT OPERATED:
Meter test equipment, recloser test equipment and current transformer test equipment. Thermal imaging camera, voltage meter. Office equipment including; telephone, adding machine, personal computer and software general and specialized. Operates a Service Pickup truck.
WORKING ENVIRONMENT:
Depending on the task, work may be performed in the office or in the field. Work outdoors in all weather conditions with great physical exertion and possible exposure to electrical shock. May encounter slippery surfaces, vehicular traffic, unfriendly pets, hostile members and physical barriers such as uneven terrain or fences. Constantly walk to visually inspect, remove and install meters. Travel by vehicle to customers’ locations, often entering, exiting and backing up the vehicle many times a day.
