About Us

Family Centered Services of Alaska (FCSA) is a nonprofit 501 (c) (3) corporation founded in 1989 by Fairbanks, Alaska community members committed to helping children with a wide spectrum of behavioral and mental health needs. Today, FCSA has over 100 employees dedicated to our mission of providing unconditional care to children and their families.

FCSA provides behavioral and mental health services to youth aged 5-19. Services include outpatient therapy, education, foster care, and short or long-term residential treatment. FCSA is nationally accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF) and was one of the first organizations to be licensed by the state to establish, recruit, and monitor foster homes.

Smart Start Learning Center is a subsidiary of FCSA and provides daytime care to families in our community. Employees of FCSA are eligible to enroll their children in childcare services and enjoy a discount on their monthly tuition (contingent on enrollment availability).

About the Job

Family Centered Services of Alaska is looking for a qualified individual to fill our Foster Care Licensing Specialist position. The Foster Care Licensing Specialist is the staff expert for the licensure and licensing renewals of all FCSA licensed facilities. The selected individual will be responsible for the advertisement, marketing and recruitment of foster parents and perform foster care file reviews monthly. The selected individual will be highly organized and be well versed in Community Care and Child Placement Agency regulations. They will act as a liaison with the Office of Children’s Services (OCS) and Health Care Services (HCS) for licensure and help facilitate all State Audits and Investigations of all FCSA facilities. Travel required as needed.

Responsibilities:

1. Actively recruit foster parents, develop recruitment material, prescreen respondents, set up and conduct interviews.

2. Complete home studies and all state documentation required for licensure of foster homes and residential facilities.

3. Complete background checks within the state of Alaska and out of state checks for abuse/neglect and process the paperwork.

4. Prepare variances as needed for all FCSA programs

5. Responsible for ensuring all paperwork compliance for Foster Care and Residential in preparation for audits.

6. Maintain Foster Care Files.

7. Perform monthly file reviews; provide follow up with appropriate program staff and managers.

8. Track Administrator & Associate Administrator designations of FCSA facilities.

9. Act as liaison for FCSA to Health Care Services and Office of Children’s Services licensing departments.

10. Review and Process FCSA Treatment Related Occurrence Forms (TROFS) and State Incident Reports.

11. Keep current on applicable regulations; provide information and recommendation regarding regulations that apply to FCSA programs.

12. Attend teleconferences and provide feedback to the State of Alaska on proposed regulations.

13. Assist in developing and updating foster care policies, procedures and forms.

14. Provide technical support and training to staff and foster parents

15. Assist in the preparation of CARF certification

16. Track fingerprint and background check dates, CPR/First Aid and Medication Administration certification and Annual Performance Evaluation due dates for all foster parents.

17. Provide oversight and supervision, corrective action, plans of correction to foster parents as necessary.

18. Travel as necessary, including travel to other FCSA programs, OCS licensing summit, and the Family Focused Treatment Association (FFTA) national conference.

19. Other duties as assigned

Qualifications:

1. Bachelor’s degree in a field that will provide necessary knowledge to perform the duties of the position. Some of those skills are basic management, familiar with Electronic Medical Software, computer program operation, and excellent writing skills.

2. Three years supervisory experience.

3. Three years child placement experience.

4. Three years’ experience working in the Behavioral Health field.

5. Verbal and written communication skills adequate to direct and train staff.

6. A thorough understanding of Microsoft Word, Excel

7. Knowledge of Community Care Licensing, Child Placement Agency licensing and Medicaid regulations.

8. Current Alaska driver’s license and insurable driving history.

9. Potential employees must undergo a fingerprint check, which shows that their record is free from criminal convictions, which, in the judgment of FCSA, would adversely affect their ability to work safely with children.

This position is a driving position. Applicants will be required to submit a driving record if selected for the position.

All applicants must be at least 21 years of age due to State of AK regulations and must pass a State of AK Background Check.

Pay: $58,000.00 - $65,000.00 per year
