Family Centered Services of Alaska (FCSA) is a nonprofit 501 (c) (3) corporation founded in 1989 by Fairbanks, Alaska community members committed to helping children with a wide spectrum of behavioral and mental health needs. FCSA provides behavioral and mental health services to youth aged 5-19. Services include outpatient therapy, education, foster care, and short or long-term residential treatment. FCSA is nationally accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF) and was one of the first organizations to be licensed by the state to establish, recruit, and monitor foster homes.
Smart Start Learning Center is a subsidiary of FCSA and provides daytime care to families in our community. Employees of FCSA are eligible to enroll their children in childcare services and enjoy a discount on their monthly tuition (contingent on enrollment availability).
About the Job
Family Centered Services of Alaska is looking for a qualified individual to fill the Alternatives to Out-of-State-Placement (ATOP) Program Manager position. The ATOP program provides children with wrap-around services in an unrestricted environment, allowing them to reside with their family, legal guardian, or in a foster home. Services are individually designed taking into consideration the unique strengths, values and needs of each child and family. The ATOP Program Manager is responsible for ensuring the overall delivery of service to clients. An individual in this position will collaborate with other leaders and departments to provide safe, high-quality services and unconditional care. This position requires the use of your personal vehicle and vehicle insurance.
Responsibilities:
1. Monitor required program, licensing and/or Medicaid paperwork to ensure compliance with State, Federal and FCSA regulations and grant requirements.
2. Ensure Health & Safety practices are followed per FCSA policy.
3. Approve expenditures within framework of program budget/assist in budget preparation
4. Provide supervision, support, and training opportunities to program staff.
5. Ensure that treatment paperwork, including charting, reporting, and other general administrative tasks, are correctly completed, and documented within timelines delineated and within program policy and procedure manuals.
6. Coordinate and provide monthly supervision to assigned staff to ensure smooth program operations.
7. Monitor client’s overall progress in the program and ensure discharge preparations are in place.
8. Coordinate with the Admissions Coordinator in all program discharges and admissions.
9. Assign caseloads.
10. Consult with the clinician and other program staff on effectiveness of client’s treatment.
11. Schedule and attend quarterly treatment team meeting as necessary.
12. Serve as a liaison between FCSA and community agencies.
13. Attending agency and other relevant training.
14. Facilitate and document biweekly staff meetings.
15. Keeping their supervisor informed of significant events and problematic situations.
16. Be included in the Administrative on-call rotation.
17. Other duties as assigned.
Qualifications:
1. Bachelor's degree or equivalent work experience in psychology, social work, justice, guidance and counseling, sociology, education, nursing, or other human service field preferred.
2. High school diploma or GED, and two years working with adolescents in a mental health setting.
3. Ability to work independently and make decisions with minimal supervision.
4. Ability to communicate in a professional manner with stakeholders (Treatment Team Members, outside agencies, program director).
5. Must be efficient with office skills including time management, computer with strong verbal and written skills, and ability to complete required documentation on schedule.
6. Physical ability to employ verbal and physical aggression control techniques after being certified.
7. Knowledge of State of Alaska childcare regulations and juvenile justice laws.
8. Freedom from criminal convictions that may adversely affect the employee’s ability to work safely with children, contingent on a fingerprint & background records check conducted by the State of Alaska Division of Health Care Services Background Check Unit.
9. Current Alaska driver's license, driving record and vehicle insurance.
10. Current first aid and CPR certificate.
