DESCRIPTION

This is managerial and supervisory work of moderate complexity that involves managing satellite behavioral healthcare program offices where an array of services is being provided.

The employee is responsible for ensuring that services meet applicable professional, contractual, legal, and regulatory requirements. Work involves the supervision of Clinical
Supervisor II positions in the satellite offices. The position ensures that consumer needs, program goals, and contract objectives are effectively achieved. This position is responsible for community outreach and engagement in the Cameron and Maryville service areas. The employee is responsible for maintaining connections with key community stakeholders, represents the agency at community meetings and gatherings, and fostering development of positive relationships with key stakeholders. The employee is expected to work independently and exercise considerable professional initiative and judgment. Work is under the general review of an administrative superior, leaving considerable latitude for independent judgment and discretion in accordance with agency policies.
EXAMPLES OF WORK:
Work may include but is not limited to the following examples:
  • Responsible for the overall operation of satellite offices in Cameron and Maryville where an array of behavioral healthcare or health services is provided.
  • Represents and/or serves as a liaison for the assigned area of responsibility; maintains appropriate level of communication, cooperates with, and responds appropriately to concerns, interests, and needs of public, government representatives, contractors, and community organizations.
  • Participates in quality improvement process, administrative meetings, team meetings, in service training, client staffing and case reviews.
  • Prepares reports of program activities, special incidents, as required.
  • Monitors service delivery to ensure that professional standards are maintained, and services are delivered in accordance with contractual, legal, regulatory, certification and agency policy requirements.
  • Selects, trains, directs, assigns, reviews, evaluates, and schedules the work of Clinical Supervisor II positions to ensure that program and services is provided in an efficient and effective manner. Handles complaints and grievances.
  • May help Clinical Supervisor II manage satellite office with such activities including but not limited to, office scheduling and support activities, facility maintenance and safety, purchasing, record-keeping, MIS, etc.
  • Provide direct clinical services, (i.e., screening, assessment, developing treatment/rehabilitation plans, conducting individual and group counseling, applying various therapeutic interventions, and admission-discharge planning), by using collaborative documentation; Provides coverage in absence of Clinical Supervisor II.
  • Must be able to facilitate and manage crisis situations.
  • Must be able to provide coverage for mobile crisis response team, when needed.
  • Must be able to use the agency electronic medical record program for all documentation. The position is required to use collaborative documentation.
12. Must be able to be physically located in the Cameron office at least two days per
week and the Maryville office at least two days per week; minimal office time will be spent in St. Joseph locations.
13. Performs other related work as assigned.
EXAMPLES OF KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of principles and practices of treatment related to rehabilitation of clients, as applicable to the behavioral healthcare program.
Considerable knowledge of the requirements of applicable laws, regulations, standards, and certification requirements pertaining to assigned behavioral healthcare program.
Considerable knowledge of individual behavior and group dynamics and intervention strategies.
Knowledge of managerial and supervisory techniques and practices.
Working knowledge of crisis intervention theory and practice and the ability to make decisions and direct staff in crisis situations.
Some knowledge of community resources used in the provision of services.
Skills in clinical assessment, problem solving and decision-making including crisis intervention.
Skill in identifying and resolving managerial problems such as work assignments, employee relations, employment development, and morale.
Ability to read, comprehend, write, and speak in the English language.
Ability to effectively manage programs or services to achieve positive client outcomes.
Ability to work harmoniously with employees, applicants, recipients, contractual and other agencies, and the general public.
Ability to plan, assign, coordinate and evaluate the work of professional and non-professional staff and to instruct them in work performance.
Ability to act decisively when necessary to protect consumers and assist with consumers’ immediate needs to resolve safety issues.
Ability to handle confidential information appropriately and follow the federal, state, and agency guidelines.
Ability to recognize potential ethical problems and address them in an ethical manner.
Ability to express ideas clearly and to interpret laws and regulations.
Ability to plan and organize working time effectively.
Ability to perform with autonomy or with minimum direction.

EXPERIENCE AND EDUCATION QUALIFICATIONS

The following education and experience qualifications are the minimum requirement used to admit or reject applicants for consideration.
  • Prefer master’s in social work, psychology, mental health counseling or a closely related field.
  • Two (2) years of professional experience in mental health services, social services, counseling services, or related area.
Or
  • Will possibly consider a bachelor’s in social work or psychology with 4 years’ experience in mental health services.

NECESSARY SPECIAL QUALIFICATION

  • Must be willing to drive to the Cameron 2 times a week and Maryville office 3 times a week.
  • Must successfully pass a background screening in accordance with 9 CSR 10-5.190.

  • Possesses a valid driver’s license and is, and remains insurable, under Family Guidance Center automobile liability insurance.
