Job Description:
Summary : Responsible for the compliance and oversight of all staff associated with Compliance, Provider Payment Services, Client Services, and FRC CalWORKs Case Management. The position also includes monitoring compliance for Joan Richards Learning Village (CSPP). The position includes a budgetary component of a collaborative effort to meet fiscal responsibilities of CalWORKs and all provider payment programs. Other FRC Department compliance needs are as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following . Other duties may be assigned.
Provide leadership in the supervision, monitoring, and evaluation of staff and program activities
Ensure the completion of required State reports and other programmatic reporting
Make recommendations regarding hiring and termination of staff
Oversee general programmatic compliance, ensuring processes are in place and implemented to ensure compliance factors are met
Prepare annual performance evaluations for direct reports and assist supervisors with completion of performance evaluations
Monitor changes to federal and state policies and recommend internal policy and/or procedural changes and implementation as appropriate
Design and implement an internal audit system for department compliance
In collaboration with the CalWORKs Program Supervisor, work with HSA Staff to ensure program requirements are met and properly documented in the CCM software
Analyze audit results to determine where agency-wide policies and procedures need to be developed and/or revised
Coordinate internal training based on current findings or needs
Complete the annual agency Program Self Evaluation
Monitor and report on file and payment auditing processes
Oversee trouble shooting functions in the AP payment group related to contract compliance, with input from AP Director/Assistant AP Directors
Oversee Client Services Department to ensure quality customer service is being delivered
Work closely with the Director of AP Child Care Programs and JRLV Center Director on shared responsibilities and overlapping tasks. This position does not include oversight of JRLV daily operations.
Create productive written processes, procedures and policies for compliance purposes and in collaboration with related departments
Create program documentation reference materials to achieve optimal workflow and structure
Manage appeal requests and hearings for CSPP and AP Programs

QUALIFICATIONS:
Knowledge of provider payment methodology
Knowledge of AP Program regulations/Funding terms and conditions
Familiarity of CSPP regulations and components
Knowledge of child abuse reporting requirements
Sensitivity to and understanding the diverse academic, socioeconomic, cultural, linguistic, ethnic backgrounds and disabilities of children and families
Ability to create and maintain relationships with community social service agencies
Proficiency in standard office software including word processing, spreadsheet, email, databases and internet
Know-how of principles and practices of supervision and training

EDUCATION and/or EXPERIENCE
Bachelor’s degree in social work, business administration, accounting or related disciplines or equivalent in education and experience
3 years of supervisory experience
AP Program and AP provider payment methodology background preferred
Pay Range:
