The Position:

The FSS Contract/Grant Program Manager is responsible for management of Family Support Services grants and contracts. This includes oversight of deliverables and productivity, monitoring of fidelity and compliance, completion of reports, and participation in contract/grant meetings. The position serves as a member of the FSS Continuous Quality Improvement (CQI) implementation team. The FSS Contract/Grant Program Manager oversees quality, effectiveness, and efficiency of the program ensuring activities are trauma informed, culturally responsive, and aligned with FSA?s mission. The Contract/Grant Program Manager supervises staff and is responsible for supporting an atmosphere that is conducive to teamwork, self-care, and a productive work environment.


The Contract/Grant Program Manager customarily and regularly exercises discretion and independent judgement in the performance of all duties. This position directly to the FSS Program Director.


FSA strives to be a trauma-informed and resilience-oriented organization. Working with those impacted by trauma can affect staff in various ways, so FSA actively identifies and employs methods to support staff to embody a healthy and sustainable balance of care.


Sample of Duties and Responsibilities:

  • Program and Staff Supervision
    • Maintain staffing levels by recruiting, interviewing, selecting, orienting, developing, and evaluating data staff.
    • On a weekly basis, meet individually with direct reports to provide ongoing feedback and direction, support, consultation, and discuss any corrective actions as needed.
    • Facilitate weekly team meetings or as needed to ensure delivery of information is timely.
    • Provide case consultation to ensure appropriate and ethical delivery of services.
    • Monitor employee productivity and evaluate outcomes.
    • Monitor and ensure completion of data entry by direct service staff.
    • Review and approve requests for leave, timecards, and other administrative tasks.
    • Conduct training and create other professional development opportunities to develop employee skills and knowledge.
    • Conduct formal employee yearly evaluations to set goals based on performance and program objectives.
    • Maintain a safe and inclusive work environment by establishing and enforcing FSA standards and adhering to legal regulations.

  • Program Development, Compliance and Evaluation
    • Management of Family Support Services grants and contracts. FSS program supervisors and managers will oversee service implementation, and the Contract/Grant Senior Manager will focus on the contract/grant responsibilities listed below.
    • Oversight of contract/grant deliverables and productivity
    • Monitoring of fidelity and compliance through methods that include data checks, survey oversight, and class observations
    • Subcontractors ? creation of MOUs and review/approval of subcontractor invoices
    • Completion of reports, including monthly, quarterly and annual reports
    • Preparation for contract/grant funder monitoring and site visits
    • Participation in contract/grant meetings with funders, partners and staff
    • Work closely with FSS supervisors and managers for successful contract/grant implementation
    • Serve as a member of the FSS Continuous Quality Improvement (CQI) implementation team
    • Represent FSA and Family Support Services at meetings and with funders
    • Contribute to grant writing and fund development as needed
    • Participate as a member of FSA?s Supervisors, Managers and Directors Team
    • Participate in FSS financial report review meetings

  • Supervision
    • Meet regularly with the Director to maintain ongoing communication about the program's goals and objectives.
    • Works collaboratively and develops transparent communication systems to ensure program and employee alignment with FSA?s policies and practices.

  • Community Partnerships
    • Interface with local partners, and other funders for successful project implementation.
    • Cultivate and maintain effective relationships with community partners, stakeholders, and funders.
    • In collaboration with other management team members, coordinate staff response to crises that arise within the program or in the community according to existing agency protocols.
    • Network with community partners to cultivate relationships to increase FSA?s visibility and position in the community. Attend community events on the evenings or weekends.

  • Management Team Member
    • Works with the FSS Program Directors, managers, supervisors, and other staff to support efforts by leveraging resources and staff.
    • Participate and collaborate with FSA programs to ensure alignment across program operations and program development.
    • Participate in the ongoing development, evaluation, and implementation of operational and strategic plans. Attend agencywide meetings.
    • Implement quality assurance and risk management processes.
    • Participate and support agency-wide organizational initiatives.
    • Implements, adheres to, and enforces systems, policies, and procedures.
    • Participate in Board meetings or other agency committees as needed.
    • Model and ensure an inclusive, welcoming, and inspiring organizational culture aligned with FSA?s values.?
    • Provide a safe, and trauma-informed environment for staff, clients, and community partners.
    • Cultivate a climate that invites and motivates employees from diverse backgrounds, providing the platform and support to grow and lead at FSA.
    • Model and ensure an inclusive, welcoming, and inspiring organizational culture aligned with FSA?s values.
    • Exemplifies thoughtful and open communication with colleagues and community partners by providing constructive feedback about programs, staffing, and other matters related to working at FSA.
    • Ability to work with people of diverse backgrounds and exhibit cultural humility.
    • Practices continuously learning and applies skills and knowledge for personal, professional, and organizational improvement.
    • Other duties as assigned.

Employment Standards:

  • Familiarity with community resources and working knowledge of trauma-informed care.
  • Familiarity with community resources, knowledge of early education and childhood development, and trauma-informed care.
  • Excellent written and communication skills required.
  • A professional attitude, a team player, and the ability to maintain confidentiality are necessary.
  • Demonstrated commitment to valuing diversity and contribution to an inclusive working and learning environment.

Employment Qualifications:

  • BA required, MA preferred in social work, child development, public administration, business, or related field.
  • Bilingual in English and Spanish preferred.
  • Experience in program management, staff supervision, budget operations and oversight, data tracking and analysis.
  • Computer and Internet literacy and excellent verbal and written communication skills required.
  • Proficient in Microsoft Office; can adapt to using various types of software.
  • Valid automobile insurance and a valid California Driver License are required.
  • Reliable transportation is necessary to travel throughout Santa Barbara County.

Classification, Hours and Pay Rate:

  • This is a full-time position that offers a comprehensive benefits package, which includes medical, dental, and vision insurance, along with generous sick leave accrual, a limited number of holidays, and eligibility for flexible spending accounts and a 403(b) retirement plan.
  • The salary range for this position is between $87,360 - $89,440, depending on the candidate's education and experience.
