Job Summary:
The Operations Controller will lead the operational/payroll day-to-day aspects of the Finance Department, including performing the treasury function and maintaining financial relationships, maintaining accounting/payroll/treasury/internal controls policies and procedures, accounting for the Department of Children and Families (DCF) contract in accordance with all Federal & State regulations, developing and monitoring the agency and departmental budgets, maintaining and operating the general ledger and other related software systems, supervising the single entity audit and other required examinations as well as establishing, in conjunction with the CFO, and maintaining appropriate controls. The Operations Controller must collaborate with a variety of internal and external constituents, and is charged with improving efficiencies, streamlining processes and leveraging technology, both for FSS and its operating partners.
The Operations Controller is responsible for the training, development and evaluation of the operations/payroll team members of the Finance Departments of both circuits(North Florida and Suncoast). This position can work out of our Jacksonville or Largo offices.
Essential Job Duties
- Oversee the daily activities of the operations/payroll teams of the Finance Department for both circuits, including grants management. Heavy focus on OCA utilization in terms of cost allocation coding. Must be adept at utilizing and communicating OCA requirements indicated in DCF reference sources such as DCF Chart of 8 System.
- Perform the Treasury function and maintain strong financial relationships with bankers, auditors and DCF.
- Supervise and assist with the preparation and monitoring of budgets, financial reports, financial statements, and other related management documents for both circuits and the Foundation.
- Supervise accounting, treasury, and expenditure reporting for the DCF contract in accordance with all applicable State and Federal requirements.
- Supervise all aspects of payroll and associated tax and reporting obligations.
- Maintain accounting, internal controls, payroll, and treasury policies and procedures for both circuits. Maintain and update the cost allocation plans for both circuits. Maintain and update the chart of accounts for both circuits. Upgrade processes, improve efficiencies, and leverage technology for enhanced accounting, payroll, and treasury management. Maintain and upgrade GL and other software. Streamline integration with FSFN.
- Provide training and mentoring to Finance department operations/payroll staff for both circuits. Evaluate accounting/payroll staff and provide professional development counseling. Manage personnel matters within the Finance department operations/payroll teams as needed.
- Supervise and assist with the annual audits, DCF reviews, and other examinations for both circuits(North Florida and Suncoast)
- Assist the CFO as needed to maintain the financial and reporting functions to stakeholders, the board of directors and the public.
- Performs other duties as assigned including serving as a back up to the Programs Controller on a short-term basis.
Minimum Qualifications
- Requires a degree from an accredited college or university with a major in accounting or business administration. Master’s degree preferred.
- Minimum of seven years of professional accounting experience with at least five years of experience in a managerial role of an accounting department/staff; preferably as a Controller, Comptroller, Assistant Controller or Finance Director.
- Active Certified Public Accountant (CPA) license or other accounting designation.
