Job Summary
The Senior Human Resources Specialist assists with the day-to-day operations of the Human Resource office. This position assists with the management and administration of the human resources policies, procedures and programs. The Senior Human Resources Specialist carries out responsibilities in one or more of the following functional areas: employee relations, compensation, performance management, disciplinary action and organizational development. This position does not have direct reports, but may provide coaching and direction to HR staff. Provides coaching, guidance, and direction to Bank management staff on employee relations.
Essential Duties
- Supports management with sensitive and confidential matters like personnel relations, employee relations, investigations, and organizational changes, planning and protecting the security of information, data and files.
- Manages EEOC/DFE claims process.
- Manages the mandated Sexual Harassment training for Managers / Supervisors.
- Provides guidance and counsel to managers and employees with regards to policies and procedures, performance management, and/or disciplinary action.
- Provides guidance, support, and training to HR Specialists and HR Assistants.
- Evaluates requests for employee upgrades.
- Leads/Assists management with various research projects and/or special projects.
- Manages the Bank’s Whistleblower Hotline, leads investigations, and ensures appropriate documentation of findings.
- Maintains compliance with federal and state regulations concerning employment.
- Initiate/track and assist with the annual performance appraisals and bonus/incentive programs.
- May have authority to approve salary increases.
- Manages vendor relationships, when applicable.
- Participates in the development and drafting of HR policy.
- Maintains compliance with federal and state regulations concerning employment, in addition to Bank policy.
- Maintains a current knowledge of HR practices, through industry literature and/or seminars.
- Performs other related duties, as assigned and required.
- Assists with the AAP.
- Review/approves various bonuses submitted by payroll.
Complies with all State and Federal Banking regulatory requirements, including but not limited to: BSA, Anti-Money Laundering OFAC, CIP, Financial Elder Abuse Reporting, Sexual Harassment, Information Security and privacy requirements. Acts as the control point for the office to ensure that all CIP, BSA, OFAC requirements, procedures and time frames are met.

Officer Title Eligibility
For qualified positions, the Bank may designate an Officer Title to an employee who seeks and/or meets defined competencies for an eligible position. This position qualifies for the officer title(s) Assistant Vice President, Vice President.

Education and Experience
- Bachelor’s Degree or equivalent work experience
- Preferred candidate should have 6-10 years of progressive Human Resource experience
- PHR/PHR-CA Certification preferred
