GENERAL DESCRIPTION OF POSITION
Lead the strategic planning, implementation and effective & efficient management of the overall teaching and instructional programs of the district. Ensure teaching and Instruction programs achieve district goals and support student achievement. Provide exceptional leadership and coaching to ensure successful student outcomes, best practices and innovation. Work collaboratively with all key stakeholders to establish and foster positive relationships. Promote a culture and climate that attracts and retains a highly effective and skilled workforce.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Leadership and Administration
- Responsible for implementing all assigned strategies and action plans in the District Strategic Plan approved by the Board of Education.
- Assists in the formulation of a philosophy, objectives, and vision for the instruction program.
- Keeps the Superintendent informed and works cooperatively and collaboratively with all cabinet members and other administrators on school and district-related matters.
- Assists in the development and coordination of the sections of the budget that pertain to curriculum and instruction, including instructional materials, resources, and technology.
- Keeps abreast of developments in curriculum and instruction, and furnishes leadership in determining their appropriateness for inclusion in the district educational program.
- Assists in the recruitment, screening, hiring, training, and assigning of instructional personnel.
- Guides development, implementation, and evaluation of pre-service and in-service training programs for professional personnel.
- Provides leadership to ensure understanding of and promote the educational objectives of the district, and plans and administers programs of in-service educational activities for instructional personnel.
- Evaluates and reviews the performance of instructional directors, coordinators and coaches.
- Assumes responsibility for reviewing and evaluating results of district-wide testing programs, and for other evaluative measures used by the schools.
- Provides leadership for, supervises, and evaluates the leaders in the following departments: Pre-K, English Language Learners, Gifted & Talented, Career Education, Federal Programs, Student Services, Assessment, English Language Arts, Math, Science, Social Studies, and Environmental Education.
- Participates in the work of state and national curriculum associations and study groups.
- Assists in the creation of all reports, records, and other paperwork as required by the Board of Education, the Arkansas Department of Education and the federal government, or paperwork appropriate to the district’s administration.
Teaching and Learning
- Lead the development, publication, and use of new instructional materials by the professional staff.
- Studies and evaluates, and, as appropriate, recommends adoption of new instructional materials, methods, and programs, and assists in budget preparation for newly approved instructional programs as related to instructional supplies, equipment, and materials.
- Recommends the addition of new courses, grade placement of courses, credit allowance for courses, and graduation requirements.
- Assumes a leadership role in developing curriculum for any new courses.
- Maintains a current curriculum manual to show graduation requirements, approved courses, credit allowed, and any pertinent information useful to students and staff.
- Coordinates all formal efforts of the professional staff in projects of curriculum development.
- Assists in the development of educational specifications for remodeling projects or new construction.
- Works with principals and teacher committees in organizing and coordinating grade level and departmental meetings, in order to affect horizontal and vertical continuity and articulation of the instructional curriculum program throughout the district.
- Keeps current with research in best practices in teaching and implements best instructional practices into classrooms.
- Works with Executive Directors, Principals, Directors, and curriculum support personnel to develop plans for assessing and monitoring the progress of all students.
- Coordinates district assessment program, parent teacher conferences, report card distribution and student records.
- Oversees the planning and delivery of all state and federally funded compensatory education services.
- Implements Response to Intervention District Plan and oversees all building Response to Intervention Plans.
- Advocates for all students to ensure equity through the district.
School-Community Relations
- Promotes and assists in the coordination of effective communication
- Promotes effective communication among all members of the school community.
- Develops and maintains good relations with the school community.
- Seeks talent and support from the community to further the educational goals of the district.
- Works cooperatively with colleagues within the district and from other school districts.
- Communicates the approved curriculum to the professional staff and maintains a list of approved instructional materials.
- Serves on district committees, participates in district activities and represents the district as warranted, or as directed by the Superintendent.
- Promotes and informs the school community of teaching and learning programs and services for all students.
- Represents district at all required local, state, regional, and national meetings.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION AND EXPERIENCE
Master’s Degree required; An Ed.D or Ph.D preferred. Additionally, at least 5 years of successful experience as a classroom teacher, and 5 years of educational administrative experience are required.
COMMUNICATION SKILLS
Ability to read, analyze, and understand common scientific and technical journals, financial reports, and legal documents; Ability to respond to complex or difficult inquiries or complaints from customers, regulatory agencies, or members of the business community.
CRITICAL THINKING SKILLS
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
Superintendent certificate, 10 or more years' combined experience in classroom teaching and supervision of curriculum and instruction, ability to meet certification and accreditation standards.

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include but not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
RESPONSIBILITY FOR FUNDS, PROPERTY and EQUIPMENT
Regularly responsible for oversight of funds, building premises, inventory, or other property owned, controlled, or leased by the organization.
PHYSICAL ACTIVITIES
