What are the responsibilities and job description for the LINEWORKER-3RD CLASS position at Fayetteville Public Works Commission?
SUMMARY OF RESPONSIBILITIES: This class is responsible for mid-level work in support of the repair and construction/maintenance of underground/overhead lines in the electrical transmission/distribution systems. Responsibilities include, but are not limited to, removing/setting poles, operating hole digging equipment; participating in hanging/connecting transformers; participating with higher level line workers in stringing primary/secondary lines; attaching wire to insulators and cross arms; installing/repairing/replacing supports/insulators, cross arms, lightening arresters, and fuse cut-outs; maintaining/repairing street light system; digging holes for anchors; attaching anchors to support cables; pulling wire; wiring electrical components; assisting with installation of sleeves/elbows/conduit/cable systems, and transformers based on job site requirements; operating/ maintaining, and servicing line truck. Operates under supervision of crew leader/task leader in accordance with established policies and procedures. This level employee works on circuits energized at 600 volts and lower but may assist a 1st Class lineworker or higher classification working on circuits below 25,000 volts on the same structure, either in the same bucket truck or in another bucket truck at the same time working height on the pole. Employees at this level perform primary switching operations on underground systems using rubber gloves, rubber sleeves and insulated fiberglass sticks with a higher level employee on the job site. Extended hours, frequent on call, emergency standby, and call-back availability are required. Employees at this level are required to pull stand at the discretion of the Powerline Field Supervisor once they have demonstrated proficiency in performing the essential functions of the job. Performs related work as required. EQUIPMENT OPERATED: Line/bucket trucks, hand tools, communication, and other equipment/vehicles as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Good knowledge of safety rules, regulations, and procedures; working knowledge of the operation of the various trucks/equipment used in powerline work; working knowledge of electrical principles/functions; working knowledge of emergency procedures/location/construction/ maintenance/repair of electrical transmission/distribution lines, and related equipment; working knowledge of the tools/ materials/methods used in powerline construction/maintenance; skill in the use/operation of trucks/equipment/materials/tools/ supplies on the job sites; ability to communicate effectively both orally and in writing; ability to develop/maintain effective working relationships with customers, general public, and all levels of employees.
MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma and a minimum of two (2) years of experience as a ground worker in an electrical system.
SPECIAL REQUIREMENTS: Must possess/maintain a valid North Carolina Class A (CDL) Driver’s License.
PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position, including the ability to ascend/descend poles utilizing fall arrest equipment, within six (6) months of employment into the position.
SAFETY HAZARDS: Exposure to energized lines/current, height; inclement weather, and other hazards associated with electric power line work.
PROTECTIVE EQUIPMENT: As required in the Public Works Commission’s Safety Manual.
