What are the responsibilities and job description for the W/R SYSTEM MODELING TECHNICIAN position at Fayetteville Public Works Commission?
SUMMARY OF RESPONSIBILITIES: This class is responsible for performing technical office and/or field work, involving the application of the methods and techniques of elementary engineering for the Public Works Commission. Responsibilities include, but are not limited to, drawing/updating/maintaining diagrams, and plot charts; interpreting basic sketches, schematics, charts, graphs, blueprints and diagrams; evaluating proposed utility construction impacts on the Water and/or Wastewater utility systems through the use of hydraulic modeling methods and software; evaluating current and future water and sewer treatment requirements using GIS and hydraulic modeling software; identifying areas within the utility infrastructure in need of upgrade or rehabilitation; working with WR Engineering staff, updating and maintaining the Water and Wastewater Master Plans on an annual basis; coordinating updates to the water and sewer models with the GIS staff; preparing detailed technical reports containing recommendations regarding pipe sizes, capacities and flows; determining work priorities in concert with current utility models and Master Plans; driving/operating vehicles in performing work assignments/responsibilities. Operating under general direction of the Technical Resources Supervisor, latitude is encouraged for the exercise of independent judgment in planning and coordinating the details of the work. Extended hours and on-call availability may be required. Performs related work as required.
EQUIPMENT OPERATED: Computer, CAD, GPS and communication equipment, calculator and other equipment, as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of safety rules/regulations/ procedures, as appropriate; thorough knowledge of methods, practices, and materials used in water and sewer utility system construction; good knowledge of land surveying principles; very high level of skill in the use/operation of computers and CAD/GIS/Hydraulic Modeling software; ability to research and accurately estimate project costs using applicable estimating software such as Microsoft Project, Primavera or similar software programs; ability to evaluate and recommend solutions to technical problems; ability to read/interpret maps/blueprints/engineering drawings/field notes/sketches; ability to communicate effectively both orally and in writing; ability to research, plan coordinate, schedule, project and prioritize work; ability to prepare and maintain highly technical reports and records; ability to perform and balance multiple projects and priorities; ability to maintain effective working relationships with all levels of employees, officials, contractors, customers, and the general public.
MINIMUM QUALIFICATIONS: ( either)
(A) Graduation from a four (4) year accredited college with a bachelor’s degree/certification in engineering technology/geography/mechanical design and a minimum of two (2) years of progressively responsible experience performing engineering/technical drafting/geographic information system (GIS) tasks in/for a utility which includes responsibilities for project management, engineering experience involving computer-aided design, hydraulic modeling or GIS, OR
(B) Graduation from an accredited two (2) year community college/technical school with a degree/certification in engineering technology, drafting, design, surveying or related field and a minimum of six (6) years of responsible engineering experience involving computer-aided design, hydraulic modeling or GIS; OR
(C) An equivalent combination of education, training, and experience as defined in (A) and (B) above.
SPECIAL REQUIREMENTS: Must possess/maintain a valid North Carolina Driver’s License.
PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position.
SAFETY HAZARDS: When performing field work the worker is subject to inside/outside working conditions, noise, hazards including a variety of physical conditions such as proximity to moving vehicles, heavy equipment and mechanical parts, and climbing ladders.
