Job Description
SUMMARY OF RESPONSIBILITIES : This class is responsible for performing GIS analytical and geoprocessing functions including input, editing, management, analysis and output of special and tabular data sets using ERSI ArcGIS and other technical work in the Engineering Department. Responsibilities include, but are not limited to, coordinating and performing all activities related to the utility construction and engineering database; coordinating all geographic information systems support activities (GIS); obtain data from a variety of non-GIS sources and incorporate that data into a GIS project; prepare written documentation describing methodologies / procedures and prepare exhibits; maintain / enhance geospatial data for projects; support field crews with reports / maps; perform field operations utilizing GPS; maintaining daily log of work activities / field findings; preparing maps and drawings; preparing wireline / pipeline encroachments; preparing field drawings / sketches / notes; providing staff with field data; securing data from engineering maps; sketching rough drawings; reviewing land terrain; driving / operating vehicles in performance of work assignments / responsibilities. Operating under general direction of the Technical Resources Supervisor, latitude is encouraged for the exercise of independent judgement in planning and coordinating the details of the work. Extended hours and on-call availability may be required. Performs related work as required.
EQUIPMENT OPERATED : Computer, GIS and Database Server, Global Navigation Satellite System Data Collector, Surveying Equipment, calculator, communication equipment, and other equipment, as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES : Thorough knowledge of safety rules / regulations / procedures, as appropriate; thorough knowledge of operating characteristics, capabilities, limitations, service requirements of current hardware / software / equipment in use at PWC; thorough knowledge of Windows OS, networking, and related operational utilities; thorough knowledge of systems design / programming techniques / languages, including Visual Basic and Python; thorough working knowledge of Autodesk AutoCAD Software, ESRI Geospatial Information Systems Software, Spatial Database Engines, Schneider ArcFM Solution Software, Work Asset Management, Trimble Pathfinder Office Software, and TerraSync Global Positioning Data; analyzing and diagnosing problems associated with the AutoCAD Software, ESRI Geospatial Software, Spatial Database Engines, Trimble Pathfinder Office Software, and TerraSync Software Application; skill in operating the ESRI Geospatial Information Systems Software, Spatial Database Engines, ArcGIS Online, and applicable software; ability to assemble data from a variety of sources; ability to develop systems and write / code / document computer programs; ability to communicate effectively in both oral and written formats; ability to develop and maintain effective working relationships with immediate co-workers, managements staff, vendors, contractors, the general public, and all levels of employees.
MINIMUM QUALIFICATIONS : (either)
A) Graduation from an accredited four (4) year university / college with a Bachelor's degree in Computer Science or related field and a minimum of one (1) year of experience in designing and / or modifying GIS systems; OR
B) Graduation from an accredited two (2) year community / technical college with a degree / certification in Computer Science, or related field and a minimum of five (5) years of experience as defined in (A) above; OR
C) Graduation from high school or possession of a high school equivalency diploma and a minimum of nine (9) years of experience as defined in (A) and (B) above; OR
D) An equivalent combination of education, training, and experience as defined in (A), (B), and (C) above.
SPECIAL REQUIREMENTS : Must possess and maintain a valid North Carolina Driver's License.
PHYSICAL REQUIREMENTS : Must be able to perform the essential functions of the position.
SAFETY HAZARDS : When performing field work, may be exposed to inside / outside working conditions, extreme cold / heat, noise, hazards including a variety of physical conditions such as proximity to moving vehicles, heavy equipment, mechanical parts, and climbing ladders.
PROTECTIVE EQUIPMENT : As required in the Public Works Commission's Safety Manual.
