Major Duties

The FBI’s OGC seeks to fill a Section Chief SES role in LitB. OGC provides legal advice to the entire FBI, including the Director, FBI officials, and agents in the 55 domestic field offices, on a wide range of substantive legal issues. OGC works closely with other elements of the Department of Justice (DOJ), other members of the Intelligence Community, and the White House.

DOCS supports the FBI mission by providing legal and policy advice on a variety of discovery, congressional, and oversight issues, along with discovery consultation for the enterprise, in addition to providing direct discovery services for civil litigation. DOCS is comprised of three units (the Congressional Oversight and Investigations Unit; Discovery Unit I; Discovery Unit II; and the Discovery Counsel Team) with more than 52 attorney and professional staff personnel, in addition to a contractor cadre. DOCS is responsible for providing legal advice on discovery-related matters to the enterprise, including field office personnel, and for coordinating with DOJ and other entities on discovery matters. DOCS is also responsible for providing legal advice to divisions on FBI responses to congressional requests and other external oversight agencies, as well as advising on Inspection Division matters. DOCS provides direct support to civil discovery through personnel and technical services, and program manages two distinct technical platforms. DOCS SC will be expected to provide guidance to OGC and FBI management on all discovery-related topics, and the SC’s leadership is critical to the FBI’s ability to meet court and oversight deadlines.

This senior manager will supervise multiple first-line managers and will also be expected to engage at senior levels across the interagency on significant matters of common interest. Senior management positions are not intended to be subject matter expert roles : they are designed to help facilitate the mission and goals of managers and staff under their supervision and to coordinate the resolution of complicated legal issues. The ideal candidate will have previous management experience, as well as significant knowledge and experience in discovery, litigation, and investigative law and an ability to work with partners to resolve legal and policy issues in a manner that furthers FBI’s mission.

Qualifications & Evaluations

Candidates should possess strong business acumen, leading change, leading people, building coalitions, and results driven skills.

Candidates must have a degree from a law school accredited by the American Bar Association and must be an active member in good standing of at least one State Bar Association. Candidates must possess at least eight (8) years of professional experience. If selected, applicant may be requested to verify completion of basic education requirement by submitting a copy of college transcripts or lists of college course, and a writing sample.
