About the Role - The Drug & Alcohol Program Administrator is responsible for managing the company’s compliance with all FAA and DOT drug and alcohol testing regulations under 49 CFR Part 40 and Part 120. This role ensures program integrity, maintains accurate records, and works closely with Third Party Administrators (TPAs), Medical Review Officers (MROs), and internal stakeholders to ensure a safe, compliant, and supportive workplace.
Responsibilities
- Serve as the primary point of contact for all FAA/DOT drug and alcohol program matters and serves as the Company DER.
- Coordinate pre-employment, random, reasonable suspicion, post-accident, return-to-duty, and follow-up testing in compliance with federal regulations.
- Maintain and audit program documentation including test results, chain of custody forms, and annual MIS reports.
- Communicate with TPAs, MROs, and testing facilities.
- Track testing pools, selections, and completions to ensure 100% compliance with testing schedules.
- Notify and educate employees on their testing obligations and rights.
- Provide training to managers and supervisors on recognizing signs of substance abuse and steps for reasonable suspicion testing.
- Support internal audits and FAA inspections as needed.
- Maintain confidentiality and HIPAA compliance in all aspects of program management.
- Assist with non-DOT testing for other company divisions if applicable.
Qualifications & Skills:
- Strong knowledge of 49 CFR Parts 40 and 120 (required).
- Previous experience administering a FAA/DOT-compliant testing program (preferred).
- Strong attention to detail and recordkeeping skills.
- Ability to handle sensitive and confidential information appropriately.
- Excellent communication, organization, and time management skills.
- Proficient with Microsoft Office Suite and HRIS systems.
- Strong problem-solving and conflict-resolution abilities.
- Bachelor’s degree preferred
- Minimum 3 years’ experience managing a similar program
- Certified Designated Employer Representative (DER) training
- FMCSA Clearinghouse or FAA D&A Program compliance training
Work Environment:
- This position is based in Miami, FL and may work hybrid
- Must be able to work across different time zones to support regional teams in all time zones of the US
- Must be able to work as needed during after-office hours
