Summary

This position serves as the Airports Regional / Compliance Program Manager for the Office of Airports, Western-Pacific Region Airports Division, Safety and Standards Branch, responsible for assessing and evaluating complaints in accordance with 14 Code of Federal Regulation Part 13, of non-compliance with applicable laws, policies and procedures related to the terms and conditions of federal land transfers and federal grant obligations that include airport rates, charges, and revenue diversion.

    Duties

    As an Airports Compliance Specialist, incumbent applies experience and comprehensive technical knowledge of Airport Compliance programs to provide authoritative advice, guidance, and information to officials in the Airports Division, public agencies, municipalities, airport sponsors, and general public on the intent of applicable laws, regulations, policies, and standards as they relate to the use of airport revenue as required in the Federal Aviation Administration (FAA) Revenue Use Policy {64 Federal Register, 7696 (February 16, 1999)}.

    Provides expert technical advice, guidance, and assistance to the airports division employees, government agencies, airport consultants, aviation industry representatives, airport sponsors, and the public on Federal regulations and FAA policy and goals related to the airport compliance program.

    Provides expert information on Part 13 conclusions to assist Headquarters personnel on 14 CFR Part 16 complaints and provides expert follow-up on Part 16 corrective action plans.

    Conducts Land Use Compliance Inspections at Federally obligated airports, prepares land use compliance reports, tracks progress of sponsor corrective actions through completion, reviews sponsor corrective action plans for compliance with obligations and resolution of findings, provides follow up actions on land Use Compliance Inspections, and coordinates information on Land Use Compliance Inspections with ACO-100. Provides guidance and support to junior and entry level professionals on Land Use Compliance Inspection processes and procedures.

    Coordinates and provides expert advice, information, and guidance to junior level staff, field offices, government agencies, airport consultants, aviation industry representatives and public on federal regulations and FAA policy, including but not limited to Part 13 and FAA Order 5190.6, Airport Compliance Requirements. Provides expert guidance to the Office of Inspector General (OIG) on issues of unlawful revenue diversion and assists the Airport Certification Staff and Airport District Offices as necessary.

    Performs review for Airport District Offices on all key land release actions, and advises project managers, and junior level staff, in the areas of land release and land acquisition compliance. As necessary, prepares and coordinates Federal Register notices for proposed land releases.

    Reviews airport audits reported under the Department of Transportation, OIG and Office of Management and Budget Circular A-133 (single audit); and resolves any outstanding issues and findings. Provides guidance and support to junior and entry level professionals on the processes and procedures for reviewing and resolving airport audit issues and findings. Monitors and enforces obligations in order to protect the public interest in civil aviation and achieve compliance with federal laws. This includes the investigation and completion of Part 13 informal complaints filed against airports for alleged violation of various federal laws, regulations. and grant assurances. Assists ACO-100 with the investigation and completion of formal complaints in accordance with 14 CFR Part 16.

    Independently researches, interprets, and applies Federal Law and FAA Policy and conducts complex analysis to determine if an airport sponsors' actions are consistent with its federal obligations.

  • Qualifications

    To qualify for this position all applicants must demonstrate in their application that you possess at least one year of specialized experience equivalent to the next lower grade level. SPECIALIZED experience is experience which is in or directly related to the line of work of the position to be filled and has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must be at least equivalent to the next lower grade or band level in the normal line of progression for the occupation in the organization.

    To qualify for this position at the FV-J level, all applicants must possess at least one year of specialized experience equivalent to (FV-I) or (GS / FG-13). Specialized experience is experience working in airports (e.g., airport planning, engineering, airport management, public administration, airport compliance, business law) sufficient to be considered an expert in the areas you have worked in. Experience in leading investigations and writing reports on airport compliance, or other aviation regulatory functions, sufficient to substantiate and defend findings.

    Duties Continued :

    Independently performs complex investigations and writes reports that substantiate findings and if necessary, could be used as a basis for administrative or legal action. Provides guidance and support to junior and entry level professionals on performing investigations and writing reports that substantiate findings. Independently researches and authors FAA responses to complex questions on which policy has been established, or in some cases where limited policy has been established. Provides guidance, support and mentorship to junior and entry level professionals on sponsor obligations and compliance policy.

    Researches topics, trends, lessons learned, and analyzes data to pro-actively develop informational compliance briefings, presentations, and guidance for regional staff, as well as airports and industry / state aviation groups. Provides in-house training to junior and entry-level professionals within the division. Performs other duties as assigned.
