Summary
Aircraft Certification Service oversees a professional workforce of more than 1,300 employees working in FAA Headquarters in Washington, DC, 35 field offices across the U.S., as well as international offices and an Executive Support Staff. AIR develops safety standards, policies, and guidance that govern the design, production, and airworthiness of aircraft, engines, and propellers. AIR also issues approvals and provides oversight of our approval holders, designees, and delegated organizations.

The Aviation Safety Program Specialist applies experience and advanced technical knowledge applicable to Aircraft Certification Service programs in order to accomplish assignments and in developing and coordinating program strategies and project planning; providing analyses and recommendations concerning a broad and often complex issues involving internal management systems and functional assignments as required for Aviation Safety, FAA, and DOT in coordination with other elements in the organization. This position performs multiple, varying, and complex assignments under the limited direction of a manager, team leader, or more experienced technical specialist.

- Prepares and develops major policy, guidelines, procedures and regulations on aviation safety compliance program;
- Provides advice and guidance on the messaging of organizational change requirements to senior executives;
- Participates in a wide variety of studies and researches projects to measure, assess, and evaluate the effect of changes and trends pertinent to the activities of the agency's aviation safety program;
- Provides guidance to administrative and technical staff on processes and on how to solve difficult technical issues;
- Collaborates with both internal and external representatives of the industry, federal, state and local government agencies, foreign authorities, congressional interests, other external organizations and higher authorities on aviation safety programs tasked with the development and implementation of aviation policy, guidelines, procedures and regulations;
- Prepares comprehensive reports of study results which include participation in technical working groups and ad hoc advisory committees;
- Conducts formal and informal discussions with all levels of technical personnel concerned with or affected by AVS programs at the direction of senior level advisors;
- Prepares for and makes presentations for AIR/Executives with internal and external stakeholders;
- Prepares technical briefing materials, proposals, and replies to aviation safety inquiries;
- Liaisons between the Aircraft Certification Divisions and AVS front office staff to ensure continuous improvement to front office processes;
- Work activities typically support and are vital to the success of projects or activities of one or more organizational units, subdivisions, and LOB/SOs. The work may affect the safety and security of customers.
- Prepares and develops major policy, guidelines, procedures and regulations on aviation safety compliance program;
- Provides expertise, advice and comprehensive guidance on controversial, sensitive or complex matters pertaining to statutory and regulatory requirements;
- Participates in a wide variety of complex studies and researches projects to measure, assess, and evaluate the effect of changes and trends pertinent to the activities of the agency's aviation safety program;
- Proactively identifies and resolves particularly complex or controversial individual transactional or aviation safety programmatic issues;
- Collaborates with both internal and external representatives of the industry, federal, state and local government agencies, foreign authorities, congressional interests, other external organizations and higher authorities on aviation safety programs tasked with the development and implementation of aviation policy, guidelines, procedures and regulations;
