Summary

Serves as a General Engineer within one of the multiple Navigation, Communications & Environmental sub-teams providing advanced engineering expertise in support of one or more NAS systems. Plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager, project/program manager, team leader, or more experienced engineer.

Duties

Provides national level guidance and technical direction on complex, multi-year' projects relating to in-service improvements; analysis, design, and implementation of system-wide hardware and/or software/firmware modifications; service life extension; failure analysis/support in response to NAS related problems beyond the assigned repair capability of the field; NAS configuration management; quality assurance; development and issuance of associated national technical directives and maintenance guidance; development and evaluation of the operational readiness and/or supportability of new NAS systems for deployment; and technical support to new system acquisition efforts.

Applies experience and comprehensive knowledge of engineering principles, theories, and concepts applicable to his/her discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization. Considers the objectives of the major subdivision and LOB/SO when developing, integrating and implementing solutions to diverse, complex problems.

Represents the organization, and as directed, the Team/Group/Directorate/Service in intra- and inter-service and agency meetings relating to the technical aspects of in-service improvement, new system development, technical documentation, and resolution of complex problems associated with the NAS. Purchases and/or develops detailed, complex purchase documentation as required.

Broad policies and objectives provide general guidance for addressing issues but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires.

Develops project plans and schedules, identifies resource requirements, defines milestones and deliverables, monitors activities, and provides progress reports. Determines technical requirements for functional improvements or major systems enhancements and develops and provides training for system users and other technical support staff on system functionality and support requirements. Provides expertise to develop plans to address current system needs and meet long range agency requirements; and investigates new and emerging technologies and their applicability to system requirements.

Additional duties as engineer may include: (a) Providing technical expertise, advice, and counsel to project personnel; giving instruction and procedures; answering questions, following up, and spot-checking completed work. (b) Considering workflow and job specialization, making recommendations to supervisor for work assignments. (c) Reviewing work of assigned personnel on exceptionally complex projects for technical accuracy and adequacy. (d) Maintaining an awareness of the status and progress of all projects within the assigned technical area and recommending adjustments to supervisor in accordance with established priorities. (e) In conjunction with supervisor, establishes project files and assures that they are proper and current.

Fosters effective working relationships in the accomplishment of work activities. Performs other duties as assigned and may serve as acting supervisor. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with senior management to solve problems.

Qualifications

BASIC REQUIREMENTS:

(A) Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; OR (2) include differential AND integral calculus AND courses (more advanced than first-year physics and chemistry) in FIVE of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature & properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

(B) Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1) Professional registration or licensure - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.

2) Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for the professional registration which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.

3) Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A above.

4) Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had a least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g. in interdisciplinary positions. (Above examples of related curricula are not all-inclusive.)

IN ADDITION TO THE ABOVE BASIC REQUIREMENTS:

To qualify at the FV-J (FG/GS 14) level, you must demonstrate in your application you possess one (1) year of Specialized Experience equivalent to the FV-I (FG/GS 13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled.

Specialized Experience includes: experience utilizing engineering principles, theories, and concepts in providing operations & maintenance support for one or more National Airway Systems (NAS); designing and implementation of system-wide hardware and/or software/firmware modifications; experience developing and issuance of associated national technical directives and maintenance guidance; development and evaluation of the operational readiness and/or supportability of new NAS systems for deployment; and technical support to new system acquisition efforts; analyzing system performance and fault information from field facilities to identify causes of system failures, defines and takes correction action; reviewing work of assigned personnel on exceptionally complex projects for technical accuracy and adequacy.

Quality Ranking Factor (QRF): Well-qualified candidates will demonstrate knowledge involving design characteristics, construction practices, and/or operational/maintenance support on a national level for National Aerospace System (NAS) green, standby, and/or critical power or monitoring systems, and must demonstrate having experience in three of the following subject areas: Electrical Safety, Breaker Coordination, Arc Flash studies, National Electric Code (NEC) compliance, Switchgear (GE or SqD), Engine Generators, Automatic/Static Transfer Switches, Batteries, Uninterruptable Power Systems (UPS), fuel cells, Photovoltaic (PV/solar), Programmable Logic Controllers (PLC's) and/or Supervisory Control and Data Acquisition (SCADA) systems.
