Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

Serves as the manager for support and training at a Flight Service Station (FSS).

Duties

Provides first-line supervision to an assigned staff of Support Specialists and developmental FSS Air Traffic Control Specialists in training. Responsible for first-level management of the Alaska FSS Academy staff. Plans and establishes training programs for all levels of personnel assigned to the hub facility or other facility including training of FSS initial developmental employees being assigned to facilities outside of the hub organization. May provide recurrent training and refresher training at any FSS as necessary. Evaluates the capabilities and progress of developmental employees, reviews updates, directs, and participates in the development of course outlines and instructional materials. Responsible for providing support to instructors providing classroom training including FSS Initial Training Course, Air Traffic Basics, and Weather Courses. May provide training directly. Monitors, evaluates and reports on the effectiveness of the program.

Plans and assigns work to be accomplished by subordinate employees. Prioritizes and develops work schedules, approves leave, provides advice, counsel, and instruction to employees on work and administrative matters. Monitors and evaluates performance, coaches and develops employee capabilities, recommends or approves corrective/disciplinary actions as appropriate. Identifies and arranges for developmental and training needs of employees and finds ways to improve production or increase the quality of work. Communicates and reinforces EEO policies and practices in all phases of the workplace to include selection, training, promotion and fosters a work environment where all employees are treated in a fair and equitable manner.

Submits documentation for external vocational initiatives for developmental FSS ATCS employees. Submits/approves travel authorizations/vouchers for resident training at AK FSS Academy. Submits/approves time and attendance (timecards).

Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives. Manages budget and either reallocates resources or requests additional resources, as needed. Performs critical aspects of the budget planning process including projecting short- and long-term future needs and justifying resource requirements.

Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resources management, and other administrative policies and procedures, and an advanced understanding of the organization’s objectives.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

  • US Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must submit an SF50 (See Required Documents).
  • First page of FAA 3330-43 (unrated) must be submitted. Please do not include your SSAN on this form.
  • One year supervisory/managerial probationary period may be requried.
  • Position is designated as Moderate Risk; a background investigation may be required.
  • Position will be filled as a temporary promotion, temporary reassignment, or detail not to exceed 2 years. This position
  • may be extended, it may be terminated early, or it may become permanent without further competition.


Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV I, FG/GS 13.

Specialized experience is defined as experience in an air traffic facility which demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the advertised position. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules and regulations; must have experience as an AFSS/FSS Instructor or must have OJTI experience; and must have experience in classroom training and administrative experience.

Applicants must be FSS facility rated or previously have held a facility rating in an AFSS or FSS. Applicants must indicate in their application package that they have held or currently have this rating. Applicants may be deemed ineligible if this is not clearly stated in your application package.

The FAA 3330-43 (unrated) is a required form which will be used when making qualifications determination.

In addition to the minimum qualifications, the following has been determined to be a selective factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration.

  • Do you currently hold or have you ever held an Automated Flight Service Station (AFSS) or Flight Service Station (FSS) facility rating issued by the Federal Aviation Administration (FAA) while employed with the FAA at a federal AFSS/FSS facility OR possess a Flight Service Station facility rating issued by an FAA-authorized issuer?
