Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

Duties

Responsible for aviation safety activities in a complex and dynamic air carrier and/or general aviation environment that includes experience in one or more of the following specialties: Operations, Avionics, Maintenance, Cabin Safety and Dispatch. Applies advanced knowledge of the technical aspects of the work directed and ensures the promotion of the highest level of safety compliance with regulatory standards while utilizing transparency of data exchange that includes the identification of hazards and management of risk.

Manages and sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, and pride for organizational performance to subordinates. Ensures effective managerial work and work quality across all organizations, while maintaining team and individual wellbeing. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training, and scheduling of work. Responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and setting front line office goals and objectives.

Supports effective problem solving by ensuring subordinates are accountable to address challenges and barriers, and are clear about roles and responsibilities for decision-making. Confirms active collaboration occurs beyond the organization and that solutions fully consider and represent all relevant perspectives/interests. Models creative thinking and innovation. Delegates work and empowers subordinates to decentralize decision-making. Confirms subordinates take on expected work and produce intended results with minimal intervention. Ensures subordinates communicate progress and barriers, and coordinate decisions across organizational boundaries as appropriate. Applies advanced knowledge of budget, human resource management, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.

Makes effective resourcing decisions across several work teams. Manages budget and reallocates resources among organizational projects/programs, or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long- term future needs and justifying resource requirements.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management.

Works as a member of a leadership team and contributes to problem-solving beyond own function. Builds and maintains an effective team and ensures they are working together and beyond boundaries, exemplified by shared decision-making, commitment to sharing all relevant information, and considering input from all relevant stakeholders as necessary to create expected results. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.

Effectively aligns with other managers on organizational initiatives, strategies, and goals; testing for alignment with overarching business needs and ensures the team maintains shared accountability to commitments and agreements. Develops employees through coaching and mentoring to perform effectively in their roles.

Contacts are primarily within the organization, major subdivision and with the LOB/SO and higher- level management. Designs and holds meetings that promote open dialog, encourages productive conflict, and leads to clear decisions and actions that help teams produce intended results. Applies human relation skills and affirmative action principles within the organizational office environment. Demonstrates leadership and commitment to the FAA model EEO program.

  • US Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.

Qualifications

General Requirements for All Positions:

  • Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;
  • Valid State driver's license;
  • Fluency in the English language;
  • No chemical dependencies or drug abuse that could interfere with job performance; and
  • High school diploma or equivalent.


Medical Requirements for All Positions:

Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following requirements:

  • Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted);
  • Have the ability to hear the conversational voice (hearing aid permitted); and
  • Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft.


In addition, applicants for positions that require participation in the operation of the aircraft must:

  • Possess a valid second – class medical certificate in accordance with FAA regulations; and
  • Pass recurrent medical examinations as prescribed by the FAA.


Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to:

  • Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or
  • Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J/FG-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include but is not limited to experience monitoring and evaluating programs for compliance with regulations and standards in any of the following specialties: Operations, Avionics, Maintenance, Aircraft Dispatch, Cabin Safety or Rotorcraft- Helicopter. Experience applying the highest level of safety compliance with regulatory standards which includes the identification of hazards and management of risk. Experience developing and interpreting FAA regulations, policy and guidance directly related to the operation, maintenance, inspection, alteration or repair of aircraft and aircraft systems. Specific examples are Regulations, Advisory Circulars, Orders, Policy Memorandums, Notices, Safety Alerts for Operators (SAFO), Legal Interpretations, Policy Interpretations, etc. that have broad, national or international application.

Experience in the Office of Safety Standards and/or Safety Assurance supervising, at a K-band level, employees working cross-organizational policy issues as a team lead or subject matter expert that resulted in publication of Regulations, Advisory Circulars, Orders, Policy Memorandums, Notices, Safety Alerts for Operators (SAFO), Legal Interpretations, Policy Interpretations, etc. that have broad, national or international application.
