Unit Description
The Contracts and Financial Management Unit (CFMU) supports Information Technology Infrastructure Division (ITID) Sections in organizing, planning, and assisting in the acquisition process of all maintenance and service contracts. CFMU also provides Contracting Officer Representative (COR) contract administration services to execute the full range of contract management operations which include monitoring and managing the contract to ensure all the contractual terms are fulfilled to acceptable standards.
Major Duties
- Serves as liaison between contractors and the government contracting officer to identify and resolve issues.
- Monitor the technical work of the contractor, and performing quality assurance and inspection of deliverables.
- Ensure all work is in accordance with the contract requirements.
- Helps ensure successful contract completion consistent with the Federal Acquisition Regulation and its supplements.
- Maintains a Contracting Officer Representative file to record performance in all acquisition phases such as: requirements development; pre-award activities; post-award contract administration; and termination/closure of contracts.
- Prepare the Statement of Work (SOW) or Performance Based SOW or Performance Work Statement (PWS), or Statement of Objectives (SOO).
- Prepare documents such as Independent Government Cost Estimate and Market Research, and Source Selection Plans.
- Evaluate contractor performance and input accordingly in Contractor Performance Assessment Reporting System (CPARS).

Specialized Experience (SE):
GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS- 12 grade level. SE is defined as follows:
- Experience collaborating with management to identify program requirements and propose recommendations to fulfil those requirements.
- Experience identifying available resources such as funding, staffing, materials, supplies, and equipment and process requisitions as appropriate.
- Experience monitoring contract progress to ensure that objectives and milestones are established and met in a timely manner.
- Experience preparing briefings and/or presentations on the status of project plans that communicate findings and recommendations.
- Experience with Pre-award and Post-award contract actions.
Desired Skills
Desired skills are NOT mandatory and will NOT be utilized to minimally qualify applicants.
Desired Skills are:
- Department of Justice (DOJ) - Federal Acquisition Certification in Contracting (FAC-C) or Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR).
- Department of Defense (DOD) - DOD Contracting Officer's Representative (DOD-COR) or Defense Acquisition Workforce Improvement Act (DAWAIA Contracting).
- Experience collaborating with management to identify program requirements and propose recommendations to fulfil those requirements.
