Must be able to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of security clearance may result in the withdrawal of a job offer or removal.
Employee may be relocated to any duty location to meet management needs.
Qualifications
To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Examples should be clear, and concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. Technical Experience 1: Experience in analyzing data and developing recommendations for improving the efficiency of operational programs and tracking performance; AND
Technical Experience 2: Experience in analyzing and applying independent judgment in developing innovative and effective strategies for administrative challenges; AND
Technical Experience 3: Experience in planning, developing, executing and monitoring budgets for an office.

Duties
- Oversees OPC business functions including information technology, communications, conference planning, and administrative activities related to staffing, performance management, time and attendance, incentive awards, travel, training, procurement, and space and facilities management. Advises and guides management on the interpretation and implementation of administrative policies and establishes internal controls to ensure the consistency and compliance.
- Prepares quantitative and qualitative analyses and presents findings related to: (1) policies and programs effectiveness; (2) if policies and are working as intended; (3) meeting OPC goals and strategic planning objectives; and (4) making recommendations for operational improvements to increase efficiency and effectiveness.
- Advocates for the Offices' programs and resources needs with various groups within and outside the FDIC including senior officials.
- Manages the Offices' confidential records management system. Responsible for performing complex business and records analysis to determine information, prepare a records schedule, and develop records management strategies that support and complement current technology.
- Provides financial plans and budgets, serving as principal liaison on budget matters with other offices within the FDIC. Oversees long range budget projections, formulation, and execution.
- Develops and manages systems to provide periodic reports regarding the Offices' performance against expenditures and other financial reports. Ensures the timely preparation and submission of all required reports.
- Establish and manage Offices' systems to approve payment of accounts payable and ensure that they are consistent with the FDIC's procurement rules. Ensure that the Offices' purchase card and travel card programs are managed effectively and in compliance with regulations, policies, and procedures.
- Manages programs to provide the full range of alternatives and methods of acquiring and utilizing facilities, equipment, and supplies. Represents the Offices in negotiations to add or divest office space the use of space, and the location and relocation of offices and work and storage space when required.
- Exercises supervisory personnel management authority to include planning, assigning, and reviewing work products; establishing guidelines and performance expectations; and evaluating work performance and providing feedback. Ensures that programs are administered effectively and in accordance with broadly stated objectives and priorities.
