Summary

You will be responsible for coordinating the administration, budgeting, and financial management activities of the Office of Infrastructure (HIF) and the Office of Safety (HSA). Will serve as an advisor to management and personnel regarding all budgetary and accounting program activities. Responds to fiscal inquiries from FHWA field, Headquarters personnel, and customers and suggests techniques and solutions to problems regarding the processing of fiscal data and documents.

    Duties

    As a Program Analyst, you will :

  • Initiate and prepare administrative and policy directives and procedures.
  • Manage the overall fiscal program encompassing the full range of budgetary activities including developing, planning, and other documentation.
  • Develop financial management reports and conducts system analysis to help resolve problems encountered in day-to-day operations.
  • Recommend financial policy and financial control systems for the Office and ensure established financial procedures comply with government audit practices.
  • Provide effective and responsive management services, including organizational and financial management, procurement, administration, and other support services.
  • Provide oversight and guidance to other Program Analysts.
  • The ideal candidate for this position is a highly motivated professional with experience performing a wide variety of assignments involving budgeting, funds management, and interpretation and application of financial management programs and policies.

  • TIME-IN-GRADE : Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • Qualifications

    To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

    To qualify for the Grade 13 , you must have at least one year of experience equal or equivalent to the GS-12, it must include :

  • Experience with the coordination and administration of budgeting, financial activities, and program oversight of a program; AND
  • Experience with legislation, regulations, and guidance related to financial management and policies.

  • Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
  • Communication (
  • Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

    This announcement is being advertised under the FHWA's Alternative Duty Location (ADL) Program and can be filled in any one of the approved ADL locations listed on this announcement, as space allows for each location. It is possible to select a location that no longer has space available, and in that instance, the selecting office will not be able to move forward with placement.

  • Salary will be adjusted in accordance with the locality pay for the specific area.
  • Under this program, relocation assistance is not available to applicants residing in any one of the ADL locations advertised in this announcement. Employees who are not eligible for relocation because they reside in one of the advertised locations may apply for positions in other advertised duty locations; however, if selected, they must move themselves to the locations at their own expense.
