Treasury Operations Analyst I
General Summary :
Managethe collateralization process for various investments and derivatives, in bothbilateral and cleared swap portfolios, and for CMO / MBS / TBA, assuring that theFHLB is collateralized to the required levels. Provides administrative andanalytical support to compile and reconcile internal and external datareporting needs. Assures that counterparty data is updated in Treasury systemsand provides accrual data to accounting. Responsible for requesting,implementing, and testing changes to various Treasury systems. Works with thetrade desk to price Advances for Members. Familiar with regulatory environmentand helps ensure Bank is compliant with regulations.
Principal Duties andResponsibilities :
- Prepares various reconciliations and reports of investment, liquidity, derivative, and debt transactions captured in Findur, TRUST, Apex, and DMS. Compiles data from various systems and sources for validation, analysis, and reporting. Assures identification and remediation of discrepancies. Presents findings and reports when appropriate.
- Reconciles swap positions and internal valuations with the Futures Commission Merchants (FCM), Clearing Houses, and Broker Dealers, validating that collateral movement is based on the FHLB's agreed valuation and the billing for services is correct. Assures selective netting of swaps occurs at the Clearing Houses and the FCMs correctly. Verifies and provides accrual information to Accounting monthly for recording on the general ledger, and requests daily cash / security transfers for collateral movement.
- Manages the collateral pricing process and credit lines for Resale transactions. Updates counterparty Master Repurchase Agreement information and internal ratings in TRUST.
- Interacts with the Credit Department to request credit updates and credit underwriting of new or reinstated unsecured / secured credit counterparties and Broker Dealers, keeping a calendar for the timing of requests for credit updates and the presentation to the Credit Risk Committee. Discusses new and ongoing credit events and evaluates impact with Traders and Credit department.
- Obtains supporting documentation and prospectus / term sheets for all MBS / agency debentures, and similar investments. Interacts with brokers, securities dealers, and government agencies to acquire information.
- Facilitates the completion of To Be Announced (TBA) Trade Assignment Agreements from involved counterparties before the settlement date.
- Manages the Traded Not Yet Settled (TNYS) lines for trading desk, to ensure all transactions are accounted for, and the credit lines are updated and distributed in a timely manner.
- Participates in the design and testing, as well as the data management of various systems and applications. Execute quarterly process control testing.Work with the Accounting department to be able to assure mutually beneficial outcomes.
- Administers creation and reconciliation of the annual Treasury department budget, and processes invoices regarding budgeted services for payment.
- Works in conjunction with the trading desk to price Advances for Members and provide the data to the Credit department.
- Completes special projects and performs other duties as assigned.
