SUMMARY OF POSITION
The Federal Home Loan Banks Office of Finance (“OF”) is a joint office of each of the 11 Federal Home Loan Banks (“FHLBanks”). The Capital Markets and Operations department within the OF is the fiscal agent for the FHLBanks, primarily responsible for issuing and servicing Consolidated Obligations (“COs”) on behalf of the FHLBanks. The Senior Manager Process Resiliency and Transformation role within the Capital Markets department is a senior position which develops and contributes to the strategic and tactical success of the OF and the FHLBanks. Employees in this position are expected to have a deep comprehension for, and provide day to day support to, all aspects of OF debt servicing, including daily debt settlements, payment of Principal and Interest (“P&I”) and cash management of the OF’s Federal Reserve accounts. Additionally, this position is responsible for business process transformation, maintaining high levels of reliability and resiliency for processes and controls, as well as ensuring compliance for relevant activities.

PRINCIPAL RESPONSIBILITES
Support daily debt settlement, P&I payments, cash management and balance monitoring associated with the OF’s debt servicing activities.Identify and lead efforts to maintain industry-relevant, competitive, cost-effective, and well-controlled processes for securities settlement and payment activities.Periodically review processes and controls for enhancement opportunities through technology or workflow changes and recommend opportunities for enhancement.Manage and implement comprehensive contingency plans which are periodically tested to mitigate the probability of business disruptions that may impact the accurate and timely movement of funds and securities.Develop and test business processes and controls to ensure compliance with various regulatory rules, operational controls, industry guidelines, and securities market trading best practices.Provide timely responses to FHLBanks, investor and dealer inquires and information requests.Manage relationships with domestic and global issuing, paying, and listing agents and comply with issuance and reporting standards of each.Partner with OF Risk Management to identify relevant risks and implement mitigating controls.Establish and maintain third party service provider relationships including, but not limited to; evaluation, selection, ongoing due diligence, performance evaluation, and termination / replacement.PRINCIPAL JOB REQUIREMENTS
Undergraduate degree in a business field of study required; advanced degree preferred.Ten years of experience in the financial services industry with strong knowledge of fixed income securities settlement and cash management best practices in domestic and global markets.Demonstrated ability to articulate a strategy, establish priorities, and implement an action plan.Forward thinking and demonstrated ability to anticipate needed change in fundamental and technical capabilities.Demonstrated ability to analyze, document, and design business processes and related controls.Demonstrated project management skills with the ability to develop plans, budgets, systems, policies and procedures, and then lead those projects through successful implementation.Ability to cultivate and maintain relationships with government agencies, professional trade organizations, securities dealers, legal counsel, financial data vendors, and industry analysts.Strong leadership skills, including the ability to build consensus from diverse, conflicting, and independent parties and viewpoints.Ability to listen and integrate ideas from diverse views, build and maintain respectful relationships, collaborate with others, and resolve conflicts constructively within the Office of Finance and in conjunction with the unique environment in which the FHLBanks operate.Demonstrated ability to work within an inclusive work environment, as well as to manage and develop staff resources.Demonstrated ability to develop data driven business management reports and performance metrics.Effective oral and written communication skills.EQUAL EMPLOYMENT OPPORTUNITY
