What are the responsibilities and job description for the Human Capital Junior Transaction Specialist position at FedWriters, Inc.?
FedWriters is building a team to support the Government Publishing Office's Human Capital Office to support agency management with talent acquisition, transaction processing, records management, and expert consultation to build and retain a talented, diverse workforce. As a Human Capital Junior Transaction Specialist, you will handle onboarding, personnel actions, and pay issues using HR systems. Responsibilities
- Input and verify employment documents in the USA Staffing system for new hire onboarding
- Create and update personnel reports for audits, projects, and program needs
- Research and resolve complex pay and personnel policy questions
- Explain Human Capital Transactions program requirements and assist with automated systems (e.g., E-Verify, GRB, NFC)
- Brief Team Lead and Branch Chief on project status and potential concerns
- Guide new hires through the onboarding process, ensuring completeness of forms
- Review and ensure accuracy of personnel forms, following up on missing or additional information
- Ensure timely entry of actions into the National Finance Center (NFC) database and process various personnel actions (SF-52s, SF-50s)
- Coordinate EOD dates, prepare offer letters, and manage employment-related correspondence
- Fully participate in new employee orientations, including presentations and one-on-one counseling
- Provide advice on grade and pay retention, supervisory differentials, and promotions
- Maintain and update personnel documents in eOPF and HC Dashboard - Tracker
- Code and review actions for NFC payroll/personnel systems and address data errors
- Review certificates and selection packages for accuracy before finalizing job offers
- Collaborate with HC Talent Acquisition Specialists on recruitment and hiring processes
- Utilizes the following systems: NFC, EmpowHR, Epic, eOPE, GRB, USA Staffing, SharePoint, MS Teams, HC Dashboard
Qualifications
- Effective verbal and written communication skills, including writing formal correspondences and collaborating effectively within a team
- Strong knowledge of coding and processing personnel actions. This includes correctly coding Standard Form personnel actions with Nature of Action codes, tenure, probationary period, legal authority, etc.
- Experienced with USA Staffing, including Selection Manager onboarding modules
- Skill and working knowledge of NFC/EPIC web, and GRB
- Basic knowledge of the full range of recruitment, placement, position management, classification, compensation, performance management, and personnel support services
- Knowledge of National Finance Center’s EmpowHR, and OPM’s eOPF systems
- Strong working knowledge of Microsoft Suite (MS Outlook, MS Word, MS Excel, PowerPoint) as well as Adobe Acrobat
