About the Role
Fermi Forward Discovery Group, LLC (FFDG) manages and operates Fermilab on behalf of the US Department of Energy Office of Science (DOE). The Finance Division provides safe, efficient, effective financial operations in support of the Laboratory's high-energy physics program in accordance with all laws, regulations, and DOE requirements. Within this framework, the Procurement Department is responsible for acquiring goods and services for the entire Laboratory.
Procurement Manager I Role
Under general direction, the Procurement Manager I will lead one or more teams of subcontracting and procurement professionals within the Procurement organization. This position provides procurement liaison support for FFDG projects, ensuring effective management of acquisition planning, solicitation, negotiation, award, and subcontract administration for routine to highly complex and high-value contractual arrangements.
Daily Responsibilities
- Plans and develops subcontracting requirements; provides guidance and recommendations to Project Managers, project team members, senior Laboratory Managers, and other Laboratory customers, and guides Procurement team members throughout this process.
- Communicates the Laboratory mission, Procurement goals, specific project acquisition objectives, and supports implementation through the execution of processes that guide the long-term and day-to-day operation of FFDG Procurement.
- Communicates essential information between Procurement leadership, project managers, and the Procurement staff in a timely and effective manner.
- Participates in project meetings such as those with Project Management, and other project-related groups. Continuously interacts with subcontractors.
- Supports FFDG compliance and self-assessment activities, such as the Balanced Scorecard.
- Supports audits and assessments, contractor procurement system reviews; collaborates with the DOE Fermi Site Office (FSO); ensures team compliance with the prime contract and applicable acquisition regulations; contributes to and supports Procurement metrics gathering and reporting.
- May provide people supervision or leadership of a team including hiring, promotions, performance reviews, training, disciplinary actions, team exits, and other duties as assigned.
- Performs other duties as assigned by supervisor.
Skills and Attributes for Success
- Bachelor's Degree in Business, Procurement, Supply chain, engineering, Finance, or Economics.
- Minimum of 7 years of Procurement experience.
- Professional certification, such as Certified Procurement Manager (CPM), Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), or a Master's Degree in Business or MBA.
Applicable Knowledge, Skills, and Abilities Required
- Experience supporting the procurement requirements of large scientific projects and Laboratory operations.
- Effective communication skills and supervisory experience.
