JOB SUMMARY
Responsible for planning, directing, controlling and reporting the overall financial plans and policies of the District’s accounting practices. Effectively interface with the District Commissioners assuring they maintain a clear understanding of the District finances and are well-informed regarding the financial implications of the various policy decisions being considered or implemented.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assist District managers in understanding the economics of the District business and effectively incorporate financial consideration in their managerial activities.
- Develop and implement a comprehensive strategy to enhance the financial management resources, personnel, and policies of the District.
- Assure that an effective approach to service line accounting is in place and effectively used by managers throughout the District.
- Develop a customer service-oriented operating philosophy within the finance department reflecting a commitment to meeting the needs for accurate, timely, and usable financial reports by others (managers) within the organization.
- Develop and maintain financial reports that meet the needs of Managers, Administrator, and District Commissioners.
- Oversee treasury operations to ensure that cash and other assets are carefully safeguarded, properly invested, and available when needed.
- Assure the financial integrity of the District by developing and implementing a system of internal controls to safeguard assets. Assess District financial performance against monthly, quarterly, and yearly targets and continually review financial systems to ensure achievement of the District philosophy and objectives and financial health.
- Plan and direct the accounting and financial reporting affairs of the District to ensure compliance in accounting principles and regulatory requirements.
- Maintain effective working relationships with appropriate external parties such as auditors, regulators, financial institutions, and others.
- Perform other related tasks/duties as may be requested or assigned by the District Administrator for the effective and efficient function of the department and District operations.

- Maintains regulatory requirements.
- Reports to work on time and as scheduled.
- Wears identification while on duty; uses computerized punch time system correctly.

- Attends annual review and department in-services as scheduled.
- Attends at least 75% of staff meetings; reviews all monthly staff meeting minutes.
- Actively participates in the department’s quality improvement (QI) activities.
- Complies with all organizational policies regarding ethical business practices and the employee handbook.
- Communicates the mission, vision and values of the organization as well as the focus of the department.
- Meets dress code standards for the department; appearance is neat and clean.
- All Ferry County Health employees are required to maintain confidentiality in accordance with organizational policy, state and federal regulations, including not but limited to, the Health Insurance Portability and Accountability Act (HIPAA).
JOB KNOWLEDGE & QUALIFICATIONS
Education and/or Work Experience Requirements
- Baccalaureate with major studies in Accounting/Finance, or related fields.
- Masters in Business Administration/Accounting-Finance, CPA (preferred).
- Three (3) years work experience in health care services (preferred).
- Knowledge of federal, state, public district guidelines, rules and regulations normally acquired through previous experience in the health care environment.
OTHER SKILLS & ABILITIES
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, patients, customers, and the general public.
Mathematical Skills
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical solutions.
Reasoning Ability
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, and/or schedule form.
