SUMMARY

Employers' Training Resource (ETR), located at 1600 East Belle Terrace in Bakersfield, California, is the administrative and fiscal agent for the Kern, Inyo and Mono Counties Workforce Development Area . ETR is requesting proposals from qualifying entities interested in operating a Work Experience program for Out-of-School Youth (OSY) in the County of Kern under the Workforce Innovation and Opportunity Act .

ETR OSY COMPREHENSIVE QUALIFICATIONS

  • Must be between the ages of 18-24 at the time of hire
  • Can NOT be enrolled into an Educational Course at the time of hire.
  • Must meet one of the requirement barriers that are listed below :

A school dropout

  • A youth who is within the age of compulsory school attendance, but has not attended school for at least the most recent complete school year calendar quarter.
  • A recipient of a secondary school diploma or its recognized equivalent who is a low-income individual and is either basic skills deficient or an English language learner.
  • An offender.
  • A homeless individual, a homeless child or youth, or a runaway.
  • An individual in foster care or who has aged out of the foster care system or who has attained 16 years of age and left foster care for kinship guardianship or adoption, a child eligible for assistance under sec. 477 of the Social Security Act (42 U.S.C. 677), or in an out-of-home placement.
  • An individual who is pregnant or parenting.
  • An individual with a disability
  • A low-income individual who requires additional assistance to enter or complete an educational program or to secure or hold employment..
  • The goal of O SY Services is to help disconnected young adults who are not employed or in school, to re-connect with the educational, training, employment and supportive services they need to succeed in the labor market and / or postsecondary educational opportunities leading to jobs in careers with the potential for high growth and high wages.

    Once your application has been submitted and approved by Employers Training Resource (ETR), you will have the opportunity to develop hands-on job skills in one the following areas.

    Early Childhood Education

    ESSENTIAL DUTIES & RESPONSIBILITIES include, but are not limited to the following. Other related duties and responsibilities may be assigned.

    Assist the ECE teacher in the preschool classroom as required.

  • Aid in the preparation and implementation of developmentally appropriate classroom activities.
  • Clean and maintain the classroom and equipment, including toys, furniture, and facilities.
  • Participate in preschool in-service and committee activities as directed, and may be required to work at different preschool sites.
  • Attend classroom staff meetings and professional development training.
  • Follow all Head Start performance standards, State Preschool funding terms and conditions, and Title 22 licensing requirements (as applicable).
  • Collaborate with and assist volunteers as needed.
  • Operate computers and other necessary technology for ECE instruction.
  • Collaborate and communicate effectively with other professionals in a team setting.
  • Maintain confidentiality.
  • Adhere to ethical guidelines as outlined by FIELD and relevant laws and regulations.
  • Effectively express ideas orally and in writing.
  • MANDATORY REQUIREMENTS :

    Must have a current Child Care Providers Mandated Reporter certificate, or be able to complete the training within ninety (90) days from hire date.

  • Must have tuberculosis (TB) clearance or obtain TB clearance before beginning work.
  • Must be able to pass fingerprinting (Live Scan) and criminal record clearance by the Department of Justice (DOJ) and Federal Bureau of Investigation (FBI).
  • Must have a Health Screening Report clearance before beginning work or must obtain the health clearance within seven (7) days from date of hire.
  • Must have Immunization records or must obtain vaccines within seven (7) days from date of hire.
  • Pertussis

  • Measles
  • OTHER REQUIREMENTS :

    Current Pediatric CPR and First Aid certificate, preferred.

  • Current Food Handlers Certificate, preferred.

    School Setting : The role primarily operates within a school environment, which includes classrooms, offices, playground, and meeting areas. Will spend significant time interacting with students, teachers, and staff. Child Care center environment with indoor and outdoor activities.

  • Flexible Hours : Due to the nature of adult education and the flexibility needed to accommodate students' schedules, may need to work evenings.

  • Bending / Stooping / Kneeling : Occasionally required to bend, stoop, or kneel to engage with students at their level or to access low storage areas.
  • Manual Dexterity : Frequent use of a computer keyboard and mouse, as well as other office equipment such as telephones, copiers, and printers.
  • Vision : Ability to read printed materials, computer screens, and other documents. Vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Cleaning and Maintenance : Regularly cleaning toys, furniture, and surfaces to maintain a hygienic environment.

  • Knowledge of and skills in using various hand and power tools, or a willingness to learn.
  • Ability to operate a computer.
  • Skills needed to learn and utilize software and other technology in the construction industry.
  • Ability to collaborate and communicate effectively with other professionals in a team setting.

  • ESSENTIAL DUTIES & RESPONSIBILITIES

  • Help prepare for construction projects, including organizing materials and tools.
  • Maintain daily progress notes, files, and reports.
  • Maintain tools and equipment used for construction.
  • Participate in job planning activities when necessary.
  • Attend meetings as necessary, assist with note-taking, and provide input.
  • Work hands-on with various projects around Union Ave. property.
  • Work independently and collaboratively with other workers in and out of the construction program.
  • Collaborate with and assist volunteers as needed.
  • Perform other related duties as assigned.
  • REQUIREMENTS

  • Must have the willingness to work and learn.
  • Skills to learn and utilize software and other technology in the construction industry are preferred.
  • Knowledge of subject matter / course content and resources relevant to the assignment preferred.
  • Knowledge of and skills in using various hand and power tools or the ability to learn is preferred.
  • TRAVEL REQUIREMENTS

  • Must be willing to travel locally as needed. Transportation is provided onsite.

    The Intern will work in various settings, including indoor and outdoor environments, depending on the project requirements. Safety protocols and protective equipment are essential and will be provided.

    ESSENTIAL DUTIES & RESPONSIBILITIES

  • General Office Support : Assist with day-to-day office operations, including answering phones, handling mail, and maintaining office supplies.
  • Administrative Tasks : Support the Administrative Assistant with scheduling appointments, organizing meetings, and managing calendars.
  • Document Management : Assist in filing, scanning, and organizing documents both physically and electronically.
  • Data Entry : Enter data accurately into spreadsheets, databases, and other software systems.
  • Customer Service : Greet visitors, respond to inquiries, and provide excellent customer service in person, via phone, and email.
  • Office Organization : Maintain a tidy and organized office environment, ensuring a professional atmosphere.
  • Other Duties : Perform other related duties as assigned by the Administrative Assistant or other senior staff members.
  • REQUIREMENTS :

  • Basic computer skills, including proficiency with Microsoft Office Suite (Word, Excel, Outlook) preferred

  • PROGRAM DESCRIPTION

  • Paid Training- Early Childhood Education, Business, and Student Services ECE has other requirements you must fulfill after being approved by ETR and before being onboarded)
