Who we are and what we do:

The Tennessee Department of Finance and Administration is established to provide stewardship of state assets through good business practices and great customer service.

Job Overview:

The Capital Budget Coordinator, as a member of the State Budget Office, leads a team of analysts to build and manage the capital budget. This position also provides administrative staff to the Commissioner of F&A as needed in the Commissioner's role as a member of the State Building Commission, the State Funding Board, the Local Development Board, the State School Bond Authority, and other related oversight boards as needed. The Capital Budget Coordinator reports directly to the State Budget Director.

Key Responsibilities:

Below is a list of responsibilities that while not comprehensive provides an overview of the duties of the Capital Budget Coordinator:

• Lead the Capital Budget Team (one to two analysts)
• Direct the Capital Budget Development Process
• Lead the analysis of the capital budget requests of various state agencies
• Develop funding recommendations for the Director of Budget / Commissioner of Finance & Administration
• Monitor the progress of the Governor's Budget Recommendation
• Assist in implementing the enacted budget passed by the General Assembly and signed by the Governor
• Track and monitor all approved capital projects as they progress through the various phases of review and approval
• Provide funding verifications for various transactions, contracts, purchases, and unusual or exceptional requests
• Develop reports as needed / required (some are statutory)
• Serve as F&A staff at all SBC related meetings
• Serve as primary F&A staff at all State Funding Board related meetings
• Serve as F&A staff at all Local Development Board related meetings
• Serve as F&A staff at all State School Bond Authority related meetings
• Prepare the Commissioner of F&A for SBC and Executive staff meetings
• Work on special projects
• Other duties as assigned

Minimum Qualifications:

The candidate should have at least a bachelor's degree with preference toward individuals with at least five years of work experience.

In addition, the candidate should possess the following qualifications:

• Great interpersonal skills; experience in a coaching or technical assistance role preferred
• Knowledge of state government, capital projects, the state budget cycle, and the State Building Commission preferred
• Experience working with state agencies or higher education institutions
• Ability to think strategically, problem-solve, juggle multiple priorities, and remain attentive to details
• Excellent communications skills, including an ability to communicate with a diverse audience (verbally and in writing)
• Demonstrated project management and organizational skills
• Ownership of results, with a standard for excellence
