The Finger Lakes Performing Provider System (FLPPS) is a network of clinical and community-based providers working together across the 13-county Finger Lakes region to transform healthcare delivery, advance system transformation, close gaps in care, and support high-risk individuals and populations. FLPPS and our affiliated health home, the Greater Rochester Health Home Network (GRHHN) support providers in integrated healthcare delivery system optimization, care management, network and program management, population health and data analytics, and learning and development. Additionally, FLPPS is a designated New York State Workforce Investment Organization (WIO) working with training and educational institutions, health systems and other providers, to strengthen the healthcare workforce. 

Reporting directly to the Chief Executive Officer, this role plays a critical role in fostering an inclusive, engaged, and value-driven organizational culture. In partnership with the Human Resources Manager, this position combines strategic leadership with hands-on HR management in areas like talent acquisition, employee relations, performance management, and compliance. The Senior Director serves as a cultural steward, leading initiatives that reinforce the mission, strengthen employee connections, and ensure a supportive work environment.  

 Essential Responsibilities: 

  • Cultural Leadership & Engagement 
    • Champion organizational values, embedding them in HR processes and decision-making.
    • Lead diversity, equity, inclusion, and accessibility (DEIA) initiatives to foster a sense of belonging.
    • Develop employee engagement programs, including wellness initiatives, social events, and recognition systems.
    • Facilitate employee feedback through surveys and sessions, using insights to enhance the employee experience. 
  • Strategic HR Leadership 
    • Collaborate with senior leadership to align HR strategies with organizational goals, ensuring culture remains central.
    • Serve as a trusted advisor on talent development, workforce planning, and organizational change.
    • Lead initiatives that enhance workplace culture and support organizational growth.
  • Talent Acquisition & Onboarding 
    • Oversee the recruitment process, ensuring alignment with organizational culture and values.
    • Design and manage a comprehensive onboarding experience to foster early engagement and long-term success.
  • Employee Relations & Performance Development 
    • Address employee relations issues, providing guidance and conflict resolution aligned with organizational values.
    • Implement performance management processes that focus on continuous feedback and professional growth.
    • Identify and develop talent, creating pathways for career advancement.
  • Policy Development & Compliance 
    • Develop and maintain HR policies that ensure legal compliance and promote inclusivity and employee well-being.
    • Ensure adherence to federal, state, and local labor laws, updating policies as needed.
  • Compensation & Benefits 
    • Manage compensation and benefits administration, ensuring competitiveness and alignment with organizational culture.
    • Research and recommend structures that support work-life balance and employee well-being.
  • HR Data & Reporting 
    • Utilize HR data to provide insights on key cultural metrics like retention, engagement, and diversity.
  • Leverage analytics to drive improvements in employee experience and organizational culture.

  • Qualifications: 
  • Bachelor’s degree in business administration, human resources or related field preferred
  • SHRM-CP or SHRM-SCP highly desired
  • Minimum of 7 years’ progressive Human Resources experience, including 3 years in a leadership role required
  • Knowledge of current federal and state employment laws required
  • High level of proficiency with ADP Workforce Now required
  • Proficiency with Microsoft Office Suite required
  • High level of computer literacy with proven proficiencies in Outlook, Word, and Excel; SharePoint
  • Experience working in a hybrid/remote environment strongly preferred
  • Proven ability to adapt to and embrace change
