What are the responsibilities and job description for the Construction/Environmental Specialist II position at First Bank?
The position of Construction Lending/Environmental Specialist II is responsible for analyzing the residential and commercial construction inspection and disbursement process; analyzing, writing reviews, and decisioning environmental review requests; examine and monitor insurance claim check requests; and provide support to the Construction/Environmental Department through administrative and reporting functions as needed. Must be able to analyze and problem solve complex construction, environmental, and insurance claim monitoring structures and provide recommendations of solutions. In addition, the Construction/Environmental Specialist II is responsible for providing guidance and support for the training of Construction/Environmental Specialists I and other bank personnel.
ESSENTIAL FUNCTIONS:
- Advanced knowledge of First Bank's Construction Lending and Disbursement procedures.
- Manage Commercial and Residential Construction process with ability to order outside inspections, review incoming inspections, and upload inspections to the bank’s workflow and imaging system.
- Analyzes Residential and Commercial Draw Requests to approve, decline, or request additional information necessary to decision the request.
- Ability to calculate the balance to finish a project and determine funds available to advance on all construction projects.
- Monitors outside inspections on hold and follows up with inspectors as required.
- Must be detailed oriented and possess creative thinking and problem-solving skills with complex construction, environmental, and insurance claim structures.
- Helps develop and maintain the outside inspection network.
- Advanced knowledge of First Bank's Environmental Risk Management Policy to assist the field in adhering to the policy.
- Ability to order the environmental desktop reports and be able to assist the field with ordering the desktop reports.
- Order higher level environmental reports, such as Phase I Environmental Site Assessments, from the bank's environmental consultant as necessary.
- Evaluate Environmental Review requests to determine the necessary documentation has been uploaded to the workflow for the review and analysis.
- Provide analysis of Low, Moderate, and Elevated risk rated environmental desktop reports to identify potential environmental risks to subject property and from surrounding properties which may impact the collateral property; and, be able to determine the appropriate mitigation factors and/or next steps necessary to limit risk to the bank.
- Advanced knowledge of First Bank's Insurance Claim Check Repair Monitoring procedures.
- Actively supports the field providing guidance of information needed, questions to ask, and recommended next steps required.
- Reviews and analyzes insurance adjustment reports and related documentation to understand the scope of the repair work to be completed and determine the appropriate tracking method to monitor the repair work and release of funds.
- Reviews and analyzes insurance claim inspections and disbursement requests to decision the release of insurance proceeds.
- Submits and uploads invoices to the accounts payable department for all construction lending, environmental management, and insurance claim check procedures.
- Generates and monitors all construction lending, environmental, and insurance claim reporting, including all servicing activities.
- Completes annual compliance courses.
- Adheres specifically to all corporate policies and procedures. Also adheres to Federal and State regulations and laws; including, the Bank Secrecy Act and the Anti-Money Laundering Act.
- Adheres to all levels of our Service Excellence standards.
- Performs other duties as required.
GENERAL QUALIFICATIONS:
Knowledge & Experience: These specifications are general guidelines based on the minimum experience normally considered essential to the satisfactory performance of this position. Individual abilities may result in some deviation from these guidelines.
- High school diploma or general education degree (GED) with 10 years related experience in commercial/small business lending; OR, Associate’s degree or higher in business, accounting, economics, finance, mathematics or similar field with 5-7 years of related experience and/or training in analysis, banking, construction, and/or environmental.
- Advanced knowledge of Bank operations, products and services; related state and federal laws and regulations, and other Bank operational policies and procedures.
- Excellent organizational and time management skills - ability to work with minimal supervision.
- Advanced skills in personal computer operation; word processing, spreadsheets and specialty software programs.
- Strong verbal and written communication skills with effective interpersonal and relationship management skills to engage individuals at all levels in the organization.
- Must possess strong problem solving and analytical skills.
- Working knowledge of complex construction monitoring and environmental analysis.
- Additional preferred skills include excellent customer service, product knowledge, detail oriented, quality focus, attention to detail and documentations, self-motivated and multi-tasking.
Physical Demands/Work Environment: Vision, hearing, speech, dexterity, visual concentration. A valid driver’s license is required. Must have the ability to stand, walk, sit and use hands and fingers. Must have the ability to work the hours and days required to complete the essential functions of the position, as scheduled. The environment is a professional office with standard office equipment.
