What Youll Do
The CRA/HMDA Manager is responsible for gathering, scrubbing, analyzing, maintaining and reporting accurate CRA and HMDA data to the Board of Directors and CRA Management Committee. They are also responsible for submitting complete and accurate data in a timely manner to the regulators on an annual basis. This position is responsible for training the Board, CRA Management Committee and all Bank officers and staff regarding Community Development Loans, CRA Service Hours, CD Investments and CD Donations. This position is an important member of the CRA Management Committee, advising its members on action to be taken to meet CRA goals. They will be members of the Compliance Management Committee, serving as the subject matter expert on CRA and HMDA.
As time allows, this position is responsible for assisting the Compliance leader in performing compliance monitoring for consumer compliance laws/regulations throughout the Bank.
Responsibilities Include
- Help create, oversee and update policy and procedures for compliance with the Community Reinvestment Act and other compliance and fair lending laws/regulations
- Member of the CRA Compliance Committee and Compliance Management Committee
- Research, analyze and interpret all applicable CRA and other consumer compliance regulations and recommend changes to and/or enhance existing policies and procedures
- Responsible for the collection of all CRA and HMDA data, including but not limited to, working with the Banks Senior Management regarding CRA qualified investments, all HMDA loan data, all Community Development Loans, all CRA qualified community support including donations and employee hours donated in support of our community
- Under the Compliance leaders supervision, work with the Banks various departments to develop lending, investment and service programs that help meet the lending needs of low- and moderate-income households and census tracts, as well as small businesses and small farms
- Prepare, analyze, and monitor the Banks statistics to determine adequate loan penetration of low- and moderate-income households and low-to-moderate income census tracts, as well as businesses and farms of different sizes for the Banks small business lending, small farm lending, and residential mortgage department
- Analyze and document components of the lending test utilizing CRA software, as well as other technical resources to track CRA performance; present reports to the Compliance Management Committee, CRA Committee and the Board of Directors
- Analyze and document components of the Investment and Service Tests, making suggestions for improvement, present reports to the Compliance Management Committee, CRA Committee and Board of Directors
- Monitor the Banks CRA performance and suggest program modifications and improvements
- Serve as a liaison with external CRA compliance auditors, examiners, and regulators
- Maintain relevant CRA reports and files and the Public CRA file in compliance with the regulation
- Work with training partners to develop formal Bank-wide CRA training
- Develop and maintain a library of CRA resources
- Collect and distribute information related to the CRA and other topical subjects to appropriate staff
- Provide information assistance to loan officers, branch personnel, Management and the Board of Directors
- Comply with all applicable Banking compliance rules and regulations established by both internal departments and external agencies

Qualifications
- Bachelor's degree from four-year College or university required; and
- A minimum of five (5) years related experience required or a combination of equivalent education, training and experience
- Basic, working knowledge of Community Reinvestment Act and other Loan and Operations Consumer Compliance Regulations/Laws

Pay Range (Salary): $85,000.00 - $95,000.00/year
