BRIEF OVERVIEW OF POSITION:
The primary responsibility for this position is for the overall programs, services, and resources of First Step, Inc. The Executive Director (ED) is an administrator who will manage and supervise the client services and conduct community education presentations. The ED will provide crisis intervention to victims of domestic violence and sexual assault. The ED will conduct peer and group counseling activities as needed. The ED will provide crisis intervention, information, and referral through medical accompaniments (face-to-face services) and crisis intervention through emergency domestic violence and sexual assault hotline calls and hotline calls from or about victims of domestic violence and sexual assault. The ED will conduct community outreach and education concerning domestic violence and sexual assault.
ACCOUNTABILITY
The Board of Directors of First Step, Inc.
SUPERVISORY RESPONSIBILITIES:
Program Director, Shelter Manager, Outreach Manager, all First Step, Inc employees.
ESSENTIAL RESPONSIBILITIES: SAPCS Admin (5 Hours)
Leadership and Supervision: (2)
· Provides leadership to the organization and is responsible for planning, implementing, and evaluating all First Step's programs and services.
· Directly supervises the Finance Officer, Program Director, Shelter, and Outreach Managers.
· Responsible for hiring and terminating all First Step employees (either directly or through delegation).
· Acts as a resource for staff members in challenging case situations with their clients.
· Schedules organizational development opportunities, including ling-range planning
Board of Directors: (1)
· Work with the Executive Committee to set board meeting agendas, times, and places. Works with the Chairman of the Board of Directors to ensure agenda and background documents are available for board meetings. Assists with Board training and in-service training.
· Assists the Board of Directors in preparation of the annual budget and administers First Step programs within budgeting guidelines.
· Provides regular reports to the Board of Directors, attends all board meetings, and acts as Ad hoc member of all committees (In the event of tie-votes, the ED may vote, providing the issue is unrelated to their employment, salary, or other items of this nature).
· Acts as liaison between program staff members and the Board of Directors
Funding: (1)
· Represents the Board of Directors in negotiating terms and conditions on contracts and grants with funding sources.
· Responsible for developing grants and funding resources to meet the long and short-term objectives of First Step.
Public Relations: (.5)
· Responsible for First Step publicity and public relations.
· Acts as the First Step representative to TCFV, TAASA, Other Family Violence, Sexual Assault, or related groups.
· Performs public speaking and training engagements.
Miscellaneous: (.5)
· Answers phones, responds to mail, runs errands, maintains own files, and performs other duties as assigned by the Board of Directors.
Domestic Violence:
· Provides advocacy services for victims of domestic violence.
· Responds to hotline calls and assess the victim's need for services.
· Provides safety planning, including assessment of the risk of future violence, ongoing risk assessment, development of strategies to enhance safety, and information regarding the legal options available.
· Provides information regarding the availability of resources and information and education regarding domestic violence issues and legal options.
· Interviews victims and assesses the need for services:
o Completes intake forms and other necessary documents.
o Provides information concerning available services and options.
o Makes referrals to outside agencies when appropriate.
o Assists victims in accessing outside agency services.
· Develops individual service plans to meet clients' identified needs from the Request for Services, determine the availability of resources, and provide referrals to survivors for legal and medical assistance.
· Provides victims with assistance identifying legal rights and options, support and accompaniment in the pursuit of these options:
o Assists victims in filling out applications for Crime Victim's Compensation
o Assists victims in filling out applications for protective orders.
o Encourages victims to use the criminal justice system to relieve their problems.
· Facilitates groups and gives presentations.
· Assists in Domestic Violence Awareness Month.
Sexual Assault: SAPCS Direct Services (1 Hour)
· Provides advocacy services for victims of sexual assault.
· Responds to hotline calls and assesses the victim's need for services (.5)
· Provides safety planning, including assessment of the risk of future violence, ongoing risk assessment, development of strategies to enhance safety, and information regarding the legal options available.
· Provides information regarding the availability of resources and information and education regarding the issues of sexual assault and legal options.

Note: The majority of these services are delegated to the entire staff.
HUMAN RESOURCE DUTIES:
· Administer employee benefits, and assist employees with understanding and using benefits.
· Respond to all outside inquiries on current/past employees –TWC, employment checks, etc.
· Report (and follow to closing) employees' injuries, correspond with workers' compensation insurance.
· Arrange employee and supervisor training as necessary for compliance and updates and maintain training records in personnel files.
· Conduct (either directly or through delegation) administrative orientation on all new employees; assist them in filling out paperwork, explain it to them, and go over Employee Handbook.
· Create (either directly or through delegation) personnel files for all new employees and maintain current and past personnel files.
· Perform back duties for Finance Officer for payroll and accounting functions.
HOURS:
40 hours per week
EQUIPMENT:
Computer and printer, copying equipment, typewriter, telephone, automobile, calculator, fax machine
QUALIFICATIONS:
· Degree in Human Relations field and Business Management with a minimum of five (5) years of experience managing programs and employees and working for non-profits.
· Must demonstrate good judgment, good communication skills, and the ability to work independently and as a team member, providing support and constructive feedback in interpersonal interactions.
· Must respond in a constructive, supportive manner to adults and children in a crisis. Sensitivity to cultural, ethnic, and social backgrounds, values, attitudes, and languages. Spanish speaking is a plus.
· Organization skills, social maturity, and emotional stability to fulfill the functions of the position.
Salary: $60,000-$70,000 commensurate with education and experience.
