Position Summary
The Executive Director position is the chief operating officer for the Fisherman’s Wharf Community Benefit District (FWCBD), with an annual budget of $1.5 million in addition to $1.9 million in grants from the Port of San Francisco. The Executive Director reports to the President of the Board of Directors. Policies governing the FWCBD are set by the Board of Directors approximately 15-20 elected members representing property owners,
tenants, business owners and community members.
About the Fisherman’s Wharf CBD
Fisherman’s Wharf is the number one visitor destination in San Francisco and a vital part of the tourism industry for the city. The Fisherman’s Wharf Community Benefit District is a non-profit organization with the core purpose of promoting, maintaining and advancing Fisherman’s Wharf as a world-class destination. Programs include: Clean and Safe, public realm improvements, marketing, events, beautification, transportation and urban planning and advocacy.
Essential Duties and Responsibilities
The Executive Director is responsible for conducting the daily business and operations of the FWCBD. The Executive Director is responsible for assuring the delivery of the services and programs outlined in the FWCBD’s Management Plan, meeting the FWCBD’s financial objectives and providing guidance to the Board of Directors in formulating objectives and decisions of general policy. The Executive Director provides continuity and direction for the FWCBD and plays both a lead and supportive role in representing the organization in its advocacy efforts.
Advocacy
- Work in partnership with the Board, Staff, Vendors and Partners to accomplish the District’s goals, serve as the principal resource to the Board and the primary advocate for the FWCBD.
- Establish and maintain effective relationships with The Port of San Francisco, City Hall, City agencies, elected officials and other business and neighborhood organizations.
- Assure that the FWCBD has a strategy, measurable objectives and a relevant work plan to achieve its mission.
- Provide leadership in developing programs and organizational plans.
- Represent the FWCBD’s programs and point of view and accomplishments to public agencies, other organizations and the media.
Financial
- Financial administration of the budget, payment of invoices, oversight of the accountant’s preparation of the FWCBD’s annual business tax filing.
- Prepare the annual budget for review and approval by the Board of Directors.
- Identify and develop partnerships to broaden the FWCBD’s resources, including corporate sponsorships and public or private grants.
- Monitor the collection of the CBD assessment in conjunction with the City/County of San Francisco.
Stakeholder Engagement and Communications
- Develop and maintain effective communications with the Board, committees and members to keep the members well informed.
- Maintain a working knowledge of significant developments and trends in areas that affect the Fisherman’s Wharf and the CBD’s members.
- Inform members in a timely way about the FWCBD’s activities.
- Interact and respond to the community members’ questions and issues as required.
Administration
- Operate the FWCBD as an effective business entity, in compliance with the Management Plan, federal, state and local regulations and assure its fiscal health
- Maintain official records and documents to ensure compliance with federal, state and local regulations.
- Oversee the successful completion of assignments of contracted vendors.
- Work with the Board and committee chairs to establish and notice meeting agendas and ensure the actions taken are reflected in the meeting notes.
- Produce the District’s annual and mid-year reports as required by the FWCBD’s management agreement with the City of San Francisco.
- Supervise permanent and temporary staff, development and maintenance of office systems and administrative procedures.
- Keep the FWCBD in compliance with the CA Brown Act and CA Public Records Act
- Direct supervision of the FWCBD Staff (1-3 persons and PT bookkeeper) and the contractor for the “Clean & Safe Program” will be required. Responsibilities include interviewing, hiring and training employees, planning assignments and directing work, appraising performance, and resolving conflicts. Mentorship and leadership development of the staff is a priority.

Desirable Qualifications
- Minimum of five to seven years of relevant experience. Urban planning, real estate and/or development experience preferred.
- Strong leadership and interpersonal skills; ability to create and sustain strong collaborative working relationships with board members, community members and staff
- Strong work history with experience in budget management, contract management, program management and community relations.
- Bachelor’s degree in related field, masters degree preferred
- A sincere commitment to the goals of the District and knowledge of the Fisherman’s Wharf area
- Knowledge of local government agencies and experience working effectively with City departments
- Exceptional communication skills (verbal and written)
- Strong public speaking skills
- A solid track record of shaping, implementing and leading significant programs that have increased support from donors/members, partners, corporations and foundations
- Experience working with volunteers and volunteer Boards
- Proficient computer skills including Power Point, MS Word, Excel, databases, Internet and Outlook
Salary Range - $150,000-$170,000 plus benefits and IRA match
